Regulations on the structural unit "Training Center"

1. GENERAL PROVISIONS

1.1. This Regulation on the structural unit carrying out educational and production activities (hereinafter referred to as the Regulation) was developed on the basis of the Charter of PROGRAM CENTER LLC and in accordance with the Federal Law of December 29, 2012 No. 273-FZ "On Education in Russian Federation».

1.3. The training center is created and liquidated by the order of the general director of LLC "PROGRAM CENTER".

1.4. The training center is headed by the head of the training center, who is appointed to the position and dismissed from his position by order of the general director of LLC "PROGRAM CENTER".

1.5. During a long absence of the head of the CA (vacation, illness, business trip, etc.), the management of the CA is carried out by the deputy head of the CA in accordance with the order of the general director of LLC "PROGRAM CENTER".

1.6. Specialists of the Training Center are appointed to positions and dismissed from positions by order of the General Director of LLC "PROGRAM CENTER" on the proposal of the head of the TC.

1.7. The educational center carries out the types of activities enshrined in the charter of PROGRAM CENTER LLC and the license to carry out educational activities, obtained taking into account the specifics of certain types of activities in the manner established by the current legislation.

1.8. This Regulation regulates the educational and production, financial and economic activities of the Training Center LLC "PROGRAM CENTER", which provide training for students in the profile of the relevant educational program.

1.9. The Training Center in its activities is guided by the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" and others federal laws of the Russian Federation, resolutions and orders of the Government of the Russian Federation in the field of education, these Regulations, the Charter and local acts OOO "PROGRAM CENTER".

1.10. The training center does not have a separate personal account and seal.

1.11. The Training Center does not have separate property and uses the property of PROGRAM CENTER LLC in its activities.

1.12. This provision may be amended and supplemented in accordance with the established procedure.

2. MAIN TASKS

2.1. Conducting additional vocational training, professional retraining and advanced training of domestic specialists in the field of cadastral relations, geodesy and cartography.

2.2. Educational-methodical, normative-organizational and organizational-advisory support and support of the educational process and educational activities.

2.3. Cooperation with legal, educational, scientific and other organizations of the Russian Federation in order to study and use experience in organizing additional professional education for specialists.

2.4. Development of curricula and modern training programs, methodological materials, lectures and teaching aids.

2.5. Automation of educational process management and introduction of information technologies into the educational process.

2.6. Creation of prerequisites for learning and self-realization of personal abilities of students.

2.7. Development of innovative forms and methods of teaching.

2.8. Formation of an environment that ensures the development of intellectual potential.

2.9. Preparation of reference, reporting and other documents on the performance of the TC to the educational authorities, other state and public structures.

3. FUNCTIONS

In accordance with the tasks, the Training Center LLC "PROGRAM CENTER" performs the following functions:

3.1. Training commercial offers to participate in negotiations with a counterparty on the organization of training.

3.2. Participation in the organization and holding of exhibitions, fairs, presentations, conferences and seminars on the problems of scientific, technical and innovative development of personnel.

3.3. Organization of reception and training of specialists and control of the educational process.

3.4. Improving the methods, techniques and forms of training students.

3.5. Organization of quality control of teaching and educational and methodological support.

3.6. Conducting training in accordance with the approved educational programs and the duration of an academic hour of 45 minutes, established for all types of classroom studies.

3.7. Organization of events during the final certification (knowledge testing).

3.8. Issuance of study documents.

3.9. Ensuring information security and performance organizational measures to ensure the confidentiality of information containing information duly classified as a trade secret or restricted information.

4. RIGHTS AND OBLIGATIONS

4.1. In accordance with the functions and tasks, the employees of the CA LLC "PROGRAM CENTER" have the right to:

form learning programs and plans for training students in all areas of additional professional education;

Improve professional qualifications;

Request information (materials) on issues within the competence of the CA from the structural subdivisions of PROGRAM CENTER LLC in the prescribed manner;

Create expert and working groups on programs;

Conduct negotiations with outside organizations within the limits of its competence in accordance with the established procedure;

Use the funds allocated for financing for the purchase of scientific, technical and educational literature;

Make proposals on issues within the competence of the CA in the form of new educational programs and scientific projects.

4.2. In accordance with the functions and tasks, the employees of the CA LLC "PROGRAM CENTER" are responsible for:

Improper performance or non-performance of official duties provided by the position and job description, within the limits determined Labor Code RF;

Offenses committed in the course of carrying out their activities, within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation;

5. HEAD OF THE TRAINING CENTER

5.1. The head of the training center LLC "PROGRAM CENTER" is obliged to:

Organize, manage and coordinate the activities of the UC LLC "PROGRAM CENTER";

Comply with the agreement on confidential information and monitor the safety of confidentiality of official information by the employees of the Training Center;

Organize and control the conduct of office work in accordance with applicable instructions;

On behalf of the management, represent the CA LLC "PROGRAM CENTER" in higher and third-party organizations on any issues within its competence;

Develop and fulfill the goals of the Training Center in the field of training for the current year (annually);

Establish indicators, criteria and methods for evaluating the effectiveness of the ongoing educational process with annual improvement;

Ensure that the employees of the Training Center comply with the rules and regulations of labor protection and safety, industrial sanitation and fire protection.

5.2. The head of the Training Center LLC "PROGRAM CENTER" has the right to:

To manage, organize and coordinate the educational process;

Issue orders and give instructions regarding the organization of the educational process, which are mandatory for both students and employees of the TC;

Request and receive, in accordance with the established procedure, information and materials necessary for the operation of the CA LLC "PROGRAM CENTER";

Make proposals to the management of LLC "PROGRAM CENTER" on sending the employees of the Training Center on business trips, to advanced training courses, seminars, exhibitions, etc.;

Make proposals to the management of LLC "PROGRAM CENTER" on the encouragement of the employees of the Training Center.

5.3. The Head of the Training Center is personally responsible for:

The quality and timeliness of the performance of the functions of the Training Center;

Compliance with current legislation in the process of managing the department;

Compilation, approval and provision of reliable information about the work of the CA;

Improper performance or non-performance of their official duties by subordinates within the limits determined by official duties.

6. ORGANIZATION OF WORK

6.1. The structure and staffing of the CA LLC "PROGRAM CENTER" is approved by the General Director of LLC "PROGRAM CENTER" based on the conditions and characteristics of the organization's activities on the proposal of the head of the CA.

6.2. Regulations on the departments of the Training Center (bureaus, sectors, groups, laboratories, etc.) are approved by the general director of LLC "PROGRAM CENTER", and the distribution of duties between the employees of the departments is made by the head of the TC.

6.3. To perform functions and exercise rights, the Training Center interacts with other structural units of PROGRAM CENTER LLC in accordance with the Charter and instructions.

Structural subdivision of the organization - a part of the enterprise that is allocated in the prescribed manner, but does not have the characteristics of a legal entity and is not separate, which is assigned independent tasks, functions and responsibilities.

The main criterion for separating a part of the enterprise (employees) into a separate structure is the assignment of special tasks and functions to it, as well as the assignment of special powers necessary to solve these problems.

Management practice shows that it is possible to effectively organize work and exercise control if no more than 8-10 employees are directly subordinate to one manager. Therefore, it is desirable to divide large divisions into smaller structural units:

  • management - departments, services;
  • workshops - sectors, sections;
  • departments - departments, sectors, sections.

The most important part of the provisions is the delimitation of areas of responsibility and the streamlining of relationships between departments. Try to connect your existing "rectangles" (structural divisions) with lines indicating their connections. Get a picture resembling a web. And if you analyze the range of issues on which interaction takes place, then I am sure that you will find a lot of “empty” (information is simply not needed by the department where it comes) and overlapping links. Firstly , determine the tasks for which a structural unit is being created. The tasks set before him should be real, even if they seem impossible at this stage, but doable in principle. Analyze them, if they are significant and constructive (be careful, because you take away some of the powers from other leaders, which can deprive them of their status of indispensability), then assemble the so-called “conciliation commission”, resolve all disagreements on content.

Submit to the legal department for verification of compliance with applicable law and after receiving a positive response, approve the document from the head.

In individual organizations, more often this is inherent in state and municipal bodies or budget institutions, the procedure for the development and approval of the Regulations is fixed by a separate document "Instructions on the procedure for compiling, agreeing and approving the Regulations on structural divisions".

It is possible, when developing the Regulations, to go in a different, simpler way. And take as a basis the "Qualification directory of positions of managers, specialists and other employees", since the main tasks and functions of the unit may be derived from the job responsibilities of the relevant managers and specialists, and vice versa. At the same time, the tasks and functions of the structural unit must be clarified and supplemented in relation to your organization. For example, the functions of the marketing and advertising department will be determined by adding the job responsibilities of the heads of the marketing and advertising department, in accordance with the tasks assigned to this department, and taking into account the specifics of the structural construction and activities of this enterprise.

The main thing is an informal approach to the development of the Regulations. Excessive bureaucracy, the use of standard, stamped wordings, will lead to the fact that once having familiarized himself with such a document when hiring, an employee will never refer to it again and, accordingly, will not rely on it in the future.

The responsibility for developing Regulations on structural divisions is usually assigned to the department of organization and remuneration, and in its absence, to the personnel department or the legal department.

The regulation should define: the order of creation and legal status subdivisions in the ionization structure of the enterprise; the structure of the unit and its staffing; tasks, functions, rights and responsibilities, as well as the procedure for interaction of the unit with other structures of the organization.

1. GENERAL PROVISIONS

1.1 This provision regulates the creation, composition, scheme of work, functioning, liquidation of structural units of the Sverdlovsk regional public organization "Motorcycle Sports Federation", hereinafter referred to as the Organization.

1.2 Structural subdivisions, in accordance with paragraph 4 of the current Charter of the Organization, are Commissions, Branches, Representative Offices.

1.3 Structural divisions are not independent legal entities, they carry out their activities on the basis of this provision.

2 COMMISSIONS.

3 BRANCHES.

3.2 The activity of the Branch is regulated by the Charter of the Organization and these regulations.

3.4 The branch unites the members of the organization, the Representative Office on a territorial basis and controls their activities within its competence.

3.5 The competence of the Head of the Branch includes:

Performance of representative functions at competitions, official sports and other events;

Development of proposals for the establishment of representative offices on its territory;

Convening a meeting of Representatives and members of the organization, in the area of ​​its territorial responsibility, to develop proposals and resolve various issues related to the activities of the Branch and the Organization;

Solving other issues that are not within the exclusive competence of the meeting and are necessary for the activities of the Branch;

4 REPRESENTATIONS.

4.1 Representative Office of the Organization, hereinafter referred to as the Representative Office, is a structural subdivision of the Organization that operates on a territorial basis directly in the municipality or district, at the location of the Representative Office.

4.2 The activities of the Representative Office are regulated by the Charter of the Organization and these Regulations.

4.3 Representative offices are part of the Branches or exist independently directly reporting to the Board of the Organization.

4.4 The Head of the Representative Office is the Representative.

4.4 The competence of the Representative includes:

Exercise of rights and obligations on behalf of the Organization;

Execution of decisions of the board of the organization;

Performance of representative functions in competitions at official sports and other events;

Disposition of the transferred property of the Organization and control over its use;

Convening a meeting of members of the organization, in the area of ​​its territorial responsibility, to develop proposals and resolve various issues related to the activities of the Representative Office and the Organization;

I. GENERAL PROVISIONS

1.1. 1.2. The structural unit operates in accordance with the Charter of the Company.

In its activities, the structural subdivision of the Company is guided by federal legislation in the field of regulation of educational activities, as well as resolutions and other regulatory legal acts, orders of federal, regional and municipal educational authorities, the Charter of the Company, these Regulations.

1.4. The structural subdivision of the Company carries out its activities in cooperation with other structural subdivisions of the Company, institutions of the education system, state and public organizations based on their business profile.

II. BASIS OF ACTIVITIES OF STRUCTURAL SUBDIVISIONS

2.1. A structural subdivision is created in the Company for the purpose of carrying out pedagogical, educational, organizational and mass, informational and methodological and other activities not prohibited by the Charter of the institution.

The main task of the structural subdivision is to organize the educational process in the Company at the level of competence of the subdivision, including the creation of the necessary conditions for the high-quality implementation of educational programs.

2.3. The structural subdivision of the Society operates on the basis of innovative pedagogical technologies, modern scientific and pedagogical achievements in order to implement additional professional programs and additional general educational programs.

2.4. The structural subdivision conducts methodical, experimental and analytical work aimed at improving the educational process, programs, and contributes to improving the professional skills of teaching staff.

2.5. The structural unit provides assistance to teachers in the development and implementation of educational programs.

2.6. Teachers who are part of the structural unit begin work after the approval of the educational program and are guided by it in their work with students.

III. ORGANIZATION OF ACTIVITIES OF STRUCTURAL SUBDIVISIONS

3.1. A structural subdivision of the Company is created, reorganized, terminates its activities in accordance with the Charter of the Company on the basis of an order of the General Director of the Company.

3.2. The structural subdivision of the Company is diversified. The structure may change and is approved by order of the General Director of the Company.

3.4. The activities of employees of the structural unit are carried out in accordance with the job descriptions approved by the General Director of the Company, which comply with qualifications defined for the respective positions of teaching staff.

IV. MANAGEMENT AND MANAGEMENT OF STRUCTURAL UNITS

5.2. Invite representatives of third-party organizations to resolve issues within the competence of the structural unit.

5.3. Submit proposals on issues within the competence of the structural unit through the head for consideration by the General Director.

VI. RESPONSIBILITY OF THE STRUCTURAL UNIT.

6.1 The head of the structural unit and other employees of the unit are responsible for:

7.3 Interaction is ensured by coordinated educational planning, financial and economic activities for a certain period of time, orders and orders of the General Director of the Company and the head of the structural unit.

VIII. ON THE CONDITIONS OF ADMISSION TO TRAINING AND DEPOSIT FROM TRAINING UNDER ADDITIONAL PROFESSIONAL PROGRAMS, ADDITIONAL GENERAL EDUCATIONAL PROGRAMS

8.1. The following persons are allowed to master additional professional programs: persons with secondary vocational and (or) higher education; persons receiving secondary vocational and (or) higher education.

8.2. The following persons are allowed to master additional general educational programs: persons who have reached the age of 18 years. There are no educational requirements.

8.3. The training center provides training on the basis of an education agreement concluded with the student and (or) with an individual or legal entity that undertakes to pay for the training of the person enrolled in the training. Admission to training is carried out without entrance examinations.

8.4. When applying for training, the customer submits the following documents:

8.5. A person enrolled in additional professional education programs and additional general education programs by order of the Company, an Agreement is concluded with this person or his representative in a simple written form, which contains the following information and conditions:

c) name or surname, first name, patronymic (if any) of the customer, phone number of the customer;

d) location or place of residence of the customer;

e) last name, first name, patronymic (if any) of the representative of the Training Center and (or) the customer, details of the document certifying the authority of the representative of the Training Center and (or) the customer;

f) last name, first name, patronymic (if any) of the student, his place of residence, phone number (indicated in the case of paid educational services in favor of a student who is not a customer under the contract);

g) the rights, duties and responsibilities of the Training Center, the customer and the student;

h) information about the license to carry out educational activities (name of the licensing authority, number and date of registration of the license);

i) type, level and (or) focus of the educational program (part of the educational program of a certain level, type and (or) focus);

j) form of education;

k) terms of mastering the educational program (duration of training);

8.7. Additional vocational education is carried out through the implementation of additional professional programs (training programs and professional retraining programs).

8.8. The implementation of the advanced training program is aimed at improving and (or) obtaining new competencies necessary for professional activities, and (or) raising the professional level within the existing qualifications.

8.9. The structure of the advanced training program should include a description of the list professional competencies within the framework of the existing qualification, the qualitative change of which is carried out as a result of training.

8.10. The implementation of the professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity, acquiring a new qualification.

8.11. The content of the implemented additional professional program should take into account professional standards, qualification requirements specified in qualification guides for relevant positions, professions and specialties, or qualification requirements for professional knowledge and skills necessary for the performance of official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation on public service.

8.12. The professional retraining program is developed by the Training Center based on the established qualification requirements, professional standards and the requirements of the relevant federal state educational standards of secondary vocational education to the results of mastering educational programs.

8.14. The forms of training and the terms for mastering an additional professional program are determined by the educational program and (or) the agreement on education. The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competence (qualification) declared in the program. At the same time, the minimum allowable period for mastering advanced training programs cannot be less than 16 hours, and the period for mastering professional retraining programs - less than 250 hours.

8.15. An additional professional program can be implemented in whole or in part in the form of an internship.

8.16. 8.17. Additional professional programs and additional general education programs are implemented by the Training Center both independently and through network forms of their implementation.

The educational process in the Training Center can be carried out throughout the calendar year.

8.18. The educational activity of students provides for the following types of training sessions and educational work: lectures, practical and seminar classes, laboratory works, round tables, master classes, workshops, business games, role-playing games, trainings, seminars on the exchange of experience, field studies, consultations, performance of attestation, diploma, design work and other types of study sessions and study activities determined by the curriculum.

For all types of classroom studies, the academic hour is set to 45 minutes.

8.19. When mastering additional professional programs of professional retraining, it is possible to offset academic subjects, courses, disciplines (modules) mastered in the process of previous training in basic professional educational programs and (or) additional professional programs.

The development of additional professional educational programs ends with the final certification of students in the form specified in the curriculum.

8.20. Persons who have successfully mastered the relevant additional professional program and passed the final certification are issued qualification documents: a certificate of advanced training and (or) a diploma of professional retraining.

8.21. The qualification indicated in the qualification document gives its holder the right to engage in certain professional activities and (or) perform specific tasks. labor functions for which, in accordance with the procedure established by the legislation of the Russian Federation, mandatory requirements for the availability of qualifications based on the results of additional professional education are determined, unless otherwise established by the legislation of the Russian Federation.

8.21. Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered part of the additional professional program and (or) expelled from the Training Center, are issued a certificate of training or of the period of training according to the model independently established by the Training Center.

The qualification document is issued on a form, the sample of which is established by the Training Center.

8.22. When mastering an additional professional program in parallel with obtaining secondary vocational education, a certificate of advanced training and (or) a diploma of professional retraining is issued simultaneously with the receipt of the corresponding document on education and qualification.

8.24. Additional general education programs are carried out through the implementation of additional general education programs - additional general developmental programs, additional pre-professional programs.

8.25. The implementation of an additional general education program is aimed at the formation and development of the creative abilities of students; satisfaction of individual needs of students in intellectual, artistic, aesthetic, moral and intellectual development; formation of a culture of a healthy and safe lifestyle, strengthening the health of students; provision of spiritual and moral, civil and patriotic, military and patriotic, labor education students; socialization and adaptation of students to life in society;

formation of a common culture of students; satisfaction of other educational needs and interests of students that do not contradict the legislation of the Russian Federation, carried out outside the federal state educational standards and federal state requirements.

8.26. The forms of education and the terms for mastering the additional general education program are determined by the educational program and (or) the agreement on education. The term for mastering an additional general education program should ensure the possibility of achieving the planned results stated in the program.

8.27. The expulsion of the student is made by order of the head of the Society in connection with the end of training.

8.28. Early dismissal of a student is made in the following cases:

Absence from class without a valid reason;

Personal statement of the student;

Failure to meet the requirements of an additional professional program;

For health;

In the event of a disrespectful attitude towards the employees of the Training Center and (or) other students;

Absence of tuition fees within the terms established by the contract.

8.29. The decision on expulsion is made on the basis of the memorandums of the leaders of the study groups, and is made by the head of the Society. This solution must be issued by order.

8.30. In case of expulsion for reasons beyond the control of the Training Center, a refund of tuition fees is not made.

1. GENERAL PROVISIONS

1.1. This provision regulates the activities of the preschool educational institution Lizinovskiy kindergarten (hereinafter referred to as the preschool educational institution), which is a structural subdivision of the municipal state educational institution Lizinovskaya secondary school of the Rossoshansky municipal district of the Voronezh region (hereinafter referred to as the Institution).

1.2. 1.9. In the structural subdivision, safe conditions are created for training, educating pupils, looking after and caring for children, their maintenance in accordance with established standards that ensure the life and health of pupils, employees of the structural unit.

1.10. Catering in the structural subdivision is assigned to the Institution. Control over the quality, variety, fortification of dishes, the yield of dishes, the taste of food is assigned to the senior educator of the structural unit.

2. GOALS, OBJECTIVES AND SUBJECT OF ACTIVITY

STRUCTURAL UNIT

2.1. The structural subdivision carries out its activities in accordance with the subject and objectives of the activities determined by the current legislation of the Russian Federation, the laws and regulations of the Voronezh region, the regulations of the Rossoshansky municipal district and these Regulations.

2.2. The purpose of the structural unit is the comprehensive formation of the personality of the child, taking into account the characteristics of his physical, mental development, individual capabilities and abilities, preparation for schooling, development and improvement of the educational process, implementation additional measures social support for pupils and employees of the Institution.

2.4. The subject of activity of the structural unit is:

Implementation of basic and additional general educational programs of preschool education;

2.5 Main tasks activities of the preschool educational institution are:

  • protection of life and strengthening of the physical and mental health of children;
  • ensuring the intellectual, personal and physical development of the child;
  • formation and development of the general culture of the personality of pupils;
  • implementation of the necessary correction of deviations in the development of the child;
  • introducing children to universal values;
  • adaptation of the child's personality to life in society;
  • interaction with the family to ensure the full development of the child;
  • ensuring self-determination of the individual, creating conditions for its self-realization;
  • ensuring the formation of a picture of the world adequate to the modern level of knowledge and the level of the educational program (level of education) among pupils;
  • integration of personality into national and mass culture;

2.6. To achieve the goals set, the structural unit carries out the following activities:

  • to implement the main educational programs of preschool education in accordance with the license;

  • set the maximum amount of load for children at the time of classes, corresponding to sanitary standards;
  • establish the sequence and duration of children's activities, the balance of its types, based on the conditions of the Institution and the content of the educational programs being implemented.

2.9. The structural subdivision, in accordance with the procedure established by the legislation of the Russian Federation, is responsible for:

Full implementation of the basic general education and additional programs preschool education;

The quality of the implemented educational programs;

Compliance of the applied forms, methods and means of organizing the educational process with the age, psychophysical characteristics, inclinations, abilities, interests and needs of children;

Life and health of pupils during the educational process.

3. ORGANIZATION OF THE EDUCATIONAL PROCESS.

3.1. The content of the educational process in the structural unit is determined by the educational program of preschool education, developed, adopted, and implemented by it independently in accordance with the requirements of the federal state educational standard for preschool education to the structure of the main general educational program of preschool education. The Institution is independent in the implementation of the educational process within the limits established by the legislation of the Russian Federation, these Regulations and the Charter of the Institution.

3.2. Educational programs in the structural unit are implemented taking into account the age and individual characteristics of children.

3.3. The preschool educational institution in its activities implements the main general educational programs of preschool education in accordance with the license.

3.4. The structural unit in its activities implements additional general educational programs of preschool education of various directions in accordance with the license.

3.5. The structural unit is independent in choosing a program from a set of variable programs recommended by state educational authorities, making changes to them, as well as developing their own (author's) programs in accordance with the federal state educational standard for preschool education. The institution creates conditions for ensuring the physical, mental and somatic health of children, creates an appropriate object-spatial environment.

3.6. The upbringing and education of children is conducted in Russian.

3.7. The main structural unit of a structural subdivision is a group. The number of groups is determined by the Founder based on their maximum occupancy. The maximum occupancy is determined by the current legislation.

3.8. The organization of the educational process in the structural unit is carried out in accordance with educational programs, class schedules and daily routine. The institution, as of September 1 of each year, develops an annual calendar schedule of classes that corresponds to the educational programs being implemented, the age characteristics of children. The mode regulates the duration of training, the maximum amount of load on children during classes, others important aspects. The calendar regime is agreed and approved by the Founder and Rospotrebnadzor bodies.

The Founder is not entitled to change the curriculum, class schedule, schedule of the Institution after their approval, except as provided by the legislation of the Russian Federation.

3.9. The institution sets the duration of training and the maximum amount of workload for children during classes.

3.10. The maximum allowable weekly educational load, including classes in additional education, for preschool children is:

For toddlers from 1 to 3 years old - no more than 1.5 hours per week, lasting no more than 8-10 minutes in the first and second half of the day;

For young children from 1 year 6 months to 3 years, no more than 10 lessons per week lasting no more than 8-10 minutes (it is allowed to conduct one lesson in the first and one lesson in the afternoon in the warm season, the maximum number of lessons is walks)

in junior group(children of the fourth year of life) -11 classes;

in middle group(children of the fifth year of life) - 12 lessons;

in senior group(children of the sixth year of life) - 15 lessons;

3.11. The maximum allowable number of lessons in the first half of the day in the younger and middle groups should not exceed two lessons, and in the older and preparatory groups three. Their duration for children of the 4th year of life is no more than 15 minutes, for children of the 5th year of life - no more than 20 minutes, for children of the 6th year of life - no more than 20 minutes, and for children of the 7th year of life - no over 30 minutes. In the middle of classes, it is necessary to conduct a physical education minute. Breaks between classes should be at least 10 minutes. Classes for older preschool children in the afternoon can be held after daytime sleep, but not more than two to three times a week. The duration of the lessons is no more than 20-30 minutes, depending on the age of the children, if they are of a statistical nature. In the middle of the lesson, a physical education session is held. Such classes are held on days with the highest performance of children (Tuesday, Wednesday).

3.12. Classes in additional education (studios, circles, sections) are unacceptable at the expense of the time allotted for a walk and daytime sleep; their number per week should not exceed two:

in the younger group (children of the fourth year of life) - no more than 1 time, no more than 15 minutes;

in the middle group (children of the fifth year of life) - no more than 2 times, no more than 25 minutes;

in the senior group (children of the sixth year of life) - no more than 2 times, no more than 25 minutes;

in preparatory (children of the seventh year of life) - no more than 3 times, no more than 30 minutes.

The child has the right to be engaged in several associations, to change them.

3.13. In the middle school year(January) for children preschool groups, week-long vacations are organized, during which classes of the aesthetic, physical culture and health cycle, entertainment, and leisure are held.

3.14. The structural unit in its educational program independently develops, reflects and applies: a system of assessments, rewards, their type, both during the period of classes and during intermediate certification, the forms and procedure for monitoring the achievements of children of the planned results, the completeness of their mastery of the educational program in a preschool institution . Monitoring is based on proven methods, recommendations and practical experience in accordance with current regulations.


3.15. The frequency of grading, rewards, their type, the type of intermediate certification, the forms and procedure for its conduct, are established by the educational institution independently.

3.16. An obligatory requirement for the assessment system is: an integrated approach to assessing the final and intermediate results of mastering the educational program; providing an opportunity to assess the dynamics of children's achievements; balance of methods; not lead to overwork of pupils; not interfere with the educational process.

3.17. The structural subdivision works on a five-day working week from 07.00 to 17.30.

Days off: Saturday, Sunday, holidays. Working hours of the Institution: 10.5 hours a day with a 5-day week.

3.18. Medical care for children is provided by health authorities in accordance with the contract. The medical staff, along with the administration of the Institution, is responsible for the health and physical development of children, carrying out medical and preventive measures, observing sanitary and hygienic standards, regimen and ensuring the quality of nutrition. The institution is obliged to provide premises with appropriate working conditions for medical workers, monitor their work in order to protect and improve the health of children and employees of the Institution.

3.19. Employees of the structural unit must periodically (once a year) undergo a medical examination at the expense of the Founder.

3.20. Catering in the structural subdivision is assigned to the Institution. The institution provides balanced 3 meals a day for children in accordance with their age according to the norms, in accordance with state sanitary and epidemiological rules and regulations, budgetary and extrabudgetary funding. Food products are supplied in accordance with quality certificates, with the permission of the Rospotrebnadzor services for their use.

4. COMPLETING THE STRUCTURAL UNIT

4.1. General requirements to the admission of citizens to the Institution are regulated by the Federallaw dated December 29, 2012 No. 273-FZ "On Education in the Russian Federation", other federal laws, model provision about the educational institution. The admission procedure is regulated by the Admission Rules preschool that do not contradict the current legislation, these regulations on a preschool educational institution and the Charter of the Institution.

4.2. Children living in the territory of the Rossoshansky municipal district, aged from 2 months to 7 years, depending on the type of preschool educational institution, are admitted to preschool educational institutions, in the absence of contraindications for health reasons, the number of places provided for in a children's institution.

4.3. In accordance with the admission rules, parents submit the following documents:

  • statement of parents (legal representatives), persons replacing them in the name of the head;
  • birth certificate of the child;
  • medical card of the child, or a conclusion on the possibility of staying in a preschool institution;
  • parent's passport, or a document confirming the establishment of guardianship, guardianship and giving the authority to protect the interests of the child;
  • direction of the department of education and youth policy administration of the Rossoshansky municipal district.

Consent of parents (legal representatives) to the processing of personal data.

When a child is admitted to the Institution, the latter is obliged to familiarize the parents (legal representatives) with the Charter of the Institution, these regulations, a license to conduct educational activities, a certificate of state accreditation, the main general educational program and other documents regulating the organization of the educational process.

The relationship between the Institution and parents (legal representatives) is governed by this provision and the contract. The Agreement includes the mutual rights, duties and responsibilities of the parties arising in the process of education, upbringing, development, supervision, care and rehabilitation of children, establishes the duration of the child's stay in the Institution, the calculation of the amount of fees charged from parents (legal representatives) for the maintenance of the child in the Institution, taking into account the number of days of visit, the right of parents to receive the compensation part of the fee charged for the maintenance of the child, etc.

4.4 Admission of the child to the Institution for education is formalized by the order of the Institution.

4.5. Children with disabilities, disabled children are accepted and transferred to compensatory, health-improving and combined groups in a different combination of a preschool educational institution only with the consent of their parents (legal representatives) based on the conclusion of the psychological, medical and pedagogical commission. When accepting children with disabilities, children with disabilities in preschool educational institutions of any kind, the preschool educational institution is obliged to provide the necessary conditions for organizing corrective work.

4.6. The priority right to be appointed to the Institution is enjoyed by the categories of citizens whose benefits are established by law.

4.7. For the pupils, a place is retained in the Institution for the period of his absence due to illness, sanatorium treatment, quarantine, the next vacation of the parents.

4.8. The expulsion of pupils from the Institution is carried out in accordance with the application of the parents (legal representatives), as well as in the presence of a medical certificate on the state of health of the child, which makes it impossible to visit the Institution, on other grounds established by the current legislation.

4.9. Discipline in the structural unit is maintained on the basis of respect human dignity pupils, staff of the preschool educational institution. The use of methods of physical and mental violence against pupils is not allowed.

4.10. Parents or legal representatives of pupils are provided with the opportunity to get acquainted with the course and content of the educational and upbringing process in the structural unit.

4.11. The staffing of groups of pupils of the structural unit, their number and age categories of children is carried out as of September 1 of each year.

4.12. The contingent of pupils is formed in accordance with their age and type of institution. Quantity age groups is determined depending on the sanitary norms and conditions of the educational process, the maximum occupancy rate adopted when calculating the standard for budget financing, the norms and control standards specified in the license.

4.13. The institution has the right to complete groups of pupils, both on the same-age and different-age principle, groups of preschool and early age of daytime stay.

  • any three ages (from 3 to 7 years old) - 10 children;

5. FINANCIAL AND ECONOMIC ACTIVITIES OF THE STRUCTURAL UNIT

5.1. Financing and logistical support of the activities of the structural unit through the Institution is carried out by the Founder.

5.2. Additional funding and logistical support of the structural unit is possible from other legal sources.

5.3.Source of formation financial resources are:

Funds of the Founder, gratuitous or charitable funds;

Other sources in accordance with the Legislation of the Russian Federation.

5.4. The structural unit through the Institution undertakes to use the property provided to it by the Founder for the implementation of its activities only on its intended purpose, is responsible for the safety and efficient use of the municipal property assigned to him on the right of operational management and allocated financial resources.

5.5. The founder has the right at any stage of the activity of the structural unit at any time to demand from the administration of the Institution a report on the use of property and financial resources provided to the structural unit.

5.6. The structural unit is not entitled to make transactions, the possible consequences of which are the alienation or encumbrance of property acquired at the expense of funds allocated to the Institution by the Founder; alienate, pledge, lease or otherwise dispose of municipal property.

5.7. Withdrawal or alienation by the Founder of municipal property provided to a structural unit is allowed in the manner prescribed by the legislation of the Russian Federation.

6. ORDER OF CONTROL

STRUCTURAL UNIT

6.1. The management of the structural subdivision is carried out in accordance with the legislation of the Russian Federation, these Regulations and is based on the principles of collegiality and unity of command.

6.2. The sole executive body of the structural unit is the head of the Institution, who carries out the current management of the activities of the structural unit.

6.3. Collegial governing bodies are formed in the kindergarten, which include the general meeting of kindergarten employees, the Pedagogical Council, and the Supervisory Board.

The composition of collegiate bodies includes all employees of the structural unit.

Decisions made within the competence of collegiate self-government bodies, which do not contradict the current legislation, are mandatory for all employees of the structural unit.

6.4. Relations between the Institution and the structural subdivision are determined in accordance with the legislation of the Russian Federation within their competence.

6.4.1. Competence of the Institution:

Develops and adopts regulations on the structural unit, changes (additions) to it, new edition provisions, other local regulations;

Provides material and technical support for the educational activities of the structural unit; - submits to the Founder and the public an annual report on the receipt of financial and material resources of the structural unit;

Carries out the admission of employees to the structural unit;

Approves the educational programs of the structural unit;

Takes, in agreement with the Founder, decisions on renaming, creation, liquidation and reorganization of the structural unit:

Exercises control over the safety and efficient use of property transferred to the structural unit;

6.4.2. Competence of the structural unit:

Carries out educational activities in accordance with the main activities of the kindergarten, the curriculum of the kindergarten;

Nominates candidates for employment, placement of personnel;

Participates in the development of local regulations of the kindergarten, educational programs;

Ensures the fulfillment of sanitary and hygienic and fire safety requirements, creates the necessary conditions for catering in accordance with the current regulations of the Russian Federation, carries out work to protect and improve the health of children and workers;

Provides safe working conditions;

Exercises other powers provided for by the current legislation of the Russian Federation, decisions of local governments.

6.5. The head teacher is responsible for the work of the structural unit to the parents, kindergarten and the state in accordance with functional responsibilities provided for qualification requirements, employment contract and the present position.

7. RIGHTS AND OBLIGATIONS OF PARTICIPANTS

EDUCATIONAL PROCESS.

7.1. Participants in the educational process are children, their parents (legal representatives), teachers, employees of teaching and educational personnel. The relationship of the participants is built on the basis of cooperation, respect for the personality of the child and giving him freedom of development in accordance with individual characteristics.

7.2 The rights of the child are protected by the international Convention "On the Rights of the Child", adopted by the UN General Assembly, the current legislation of the Russian Federation, as well as an agreement between the Institution and the parents (legal representatives) of the child.

7.3. Each child is guaranteed: protection of life and health, protection from all forms of physical and mental violence, protection of his dignity, satisfaction of needs for emotional and personal communication, satisfaction of physiological needs for nutrition, sleep, rest, etc. in accordance with his age and individual characteristics of development, the development of his creative abilities and interests, receiving assistance in correcting existing developmental disabilities, education in accordance with the federal state educational standard for preschool education, training in the main general educational program for preschool education and additional educational programs, obtaining additional paid educational services, providing equipment, games, toys, teaching aids.

7.4. Parents (legal representatives) have the right to:

  • take part in the work of the structural unit, the Pedagogical Council, be present in the group attended by the child, on the terms determined by the agreement between the Institution and parents (legal representatives), hear reports from the head teacher and teachers on working with children, terminate the agreement between the Institution and parents ( legal representatives), protect the rights and interests of the child, make proposals for improving work with children, including the organization of additional paid educational services, demand respect for the child, assist in the development of the Institution, receive compensation for part of the fee for the maintenance of the child in the Institution in in accordance with the legislation of the Russian Federation.

7.5. Parents (legal representatives) are obliged:

Lay the foundations for the physical, moral and intellectual development of the child's personality in early childhood;

Make timely payments for the maintenance of the child in the prescribed manner;

Comply with the terms of the agreement concluded between the Institution and parents (legal representatives).

7.6. Teaching staff they have a right:

  • freedom of choice and use of teaching and upbringing methods, teaching aids and materials, textbooks in accordance with the educational program approved by the Institution, methods for assessing the knowledge of pupils;
  • for pedagogical initiative;
  • on moral and material stimulation of labor;
  • to participate in the management of the Institution in the manner prescribed by the Charter;
  • to receive the necessary organizational educational, methodological and logistical support for their professional activities;
  • for the use of information funds, services of educational, scientific and methodological, social, medical and other units of the Institution in accordance with the collective agreement and (or) other local acts of the Institution;
  • for extended paid leave;
  • for the early appointment of a labor pension in the manner prescribed by the legislation of the Russian Federation;
  • for a long vacation for up to one year at least every 10 years of continuous teaching work;
  • on the professional retraining or professional development;
  • to participate in competitions of professional skills;
  • to protect your professional honor and dignity;
  • for a reduced working time of not more than 36 hours per week;
  • to receive monthly monetary compensation in order to facilitate their provision of book publishing products and periodicals;
  • to receive additional payments, allowances, bonuses and other incentive payments in accordance with the local acts of the Institution;
  • to appeal against orders and orders of the administration of the Institution in the manner prescribed by the legislation of the Russian Federation;
  • for a disciplinary investigation of violations by the teaching staff of the Institution of the norms of professional conduct, ethics, the Charter of the Institution can be carried out only upon a written complaint received, a copy of the complaint must be presented to the employee for review;
  • on the course of a disciplinary investigation and the decisions taken as a result of it, may be made public only with the consent of the interested pedagogical worker of the educational institution, with the exception of cases leading to a prohibition to engage in pedagogical activity related to criminal liability or, if necessary, the protection of pupils;
  • for other social benefits and guarantees established by the Legislation of the Russian Federation.

7.7. Teachers are required to:

  • qualitatively and conscientiously fulfill the official (functional) duties assigned to them;
  • participate in the work of the Pedagogical Council, the Council of the Institution;
  • ensure the implementation of approved educational programs;
  • take care of the property of the Institution, ensure the safety of equipment, offices, laboratories, workshops;
  • observe the norms of professional ethics;
  • ensure high efficiency of the educational process;
  • refrain from actions and statements that lead to a deterioration in the moral and psychological climate in the staff of the Institution;
  • not to use methods of education related to physical and (or) mental violence against the personality of the pupil;

Pedagogical workers are certified in the manner prescribed by applicable law.

7.8. Employees of educational and support personnel of the structural unit have the right to:

Protection of honor, dignity and business reputation;

  • participation in the management of the Institution in the manner prescribed by this Charter;
  • election to elected bodies, participation in the discussion and resolution of issues related to the activities of the Institution, including through local governments and public organizations;
  • appeal against orders and orders of the administration of the Institution in accordance with the procedure established by the legislation of the Russian Federation;
  • obtaining the necessary organizational, educational, methodological and logistical support for their professional activities.

7.9. Employees of educational and support personnel of the Institution are obliged to:

  • comply with the Charter of the Institution, internal regulations;
  • strictly follow professional ethics;
  • perform their duties in a quality manner;
  • undergo mandatory preliminary (when applying for a job), periodic (during labor activity) and extraordinary (in the direction of the employer) medical examinations in cases stipulated by the current legislation;

8. REORGANIZATION AND LIQUIDATION

STRUCTURAL UNIT

8.1. The activities of a structural unit may be terminated by reorganization or liquidation.

8.2. In the event of reorganization or liquidation of a structural unit, this Regulation becomes invalid.
