What are the mandatory details indicated in the official seal?

The official seal of a notary contains:

1 Application area

This standard establishes the form, dimensions and technical requirements for seals with the reproduction of the State Emblem of the Russian Federation.

2 Definitions

For the purposes of this International Standard, the following terms apply with their respective definitions:

2.1 Printing: a device containing a printing plate for printing on paper.

2.2 Imprint: An image of a print cliché on paper.

2.3 Seal Cliche: A seal element containing a mirror image of the seal impression.

2.4 Mastic printing: printing that provides an impression with stamp ink.

2.5 Seal with a reproduction of the State Emblem of the Russian Federation: a seal that has a mirror image of the State Emblem of the Russian Federation in the center of the cliché of the seal.

2.6 Stamp ink: a special coloring agent intended for applying prints on paper using printing clichés.

2.7 Stamp pad: a material that carries in its volume the stamp ink, which is transferred to the printing elements of the printing cliché when it comes into contact with the stamp pad.

2.8 Printing element: a section of a print cliché that receives stamp ink and transfers it to paper.

2.9 Gap element: a section of a print cliché that does not accept stamp ink and does not transfer it to paper.

3 Technical requirements to seals with reproduction of the State Emblem of the Russian Federation

3.1 Cliches of the seal with the reproduction of the State Emblem of the Russian Federation are made in a round shape (Figure 1).

3.2 The minimum diameter of the print cliché with the reproduction of the State Emblem of the Russian Federation is 40" mm, the maximum diameter is 45_1 mm. On the outer ring, the print cliché is limited by a rim 1.3"1"0"1 mm thick, on which there is a microtext in a negative style (white text on black background), microtext consists of a repeating entry that includes the word certificate with its number, as well as other information specified by the seal manufacturer.

The certificate must confirm that the manufacturer of the seal has the technical and technological capabilities to manufacture the specified type of product at the proper quality level.

3.3 In the center of the print cliché is a mirror image of the State Emblem of the Russian Federation.

3.3.1 The image of the State Emblem of the Russian Federation for the production of seals with the reproduction of the State Emblem of the Russian Federation is presented in a digitally encoded form and is used by printing and stamp-engraving enterprises accredited for the possibility of making seals with the reproduction of the State Emblem of the Russian Federation.

When reproducing the State Emblem of the Russian Federation, its changes are allowed only in the part of the linear scale, the minimum size of the image of the State Emblem of the Russian Federation must fit into a circle with a diameter of 14 +1 mm.

3.3.2 Cryptographic protection of the image file used when using a digital image of the State Emblem of the Russian Federation, as well as used software when making layouts and forming clichés, seals must exclude the possibility of extracting a digital image of the State Emblem of the Russian Federation.

3.4 Around the State Emblem of the Russian Federation at a distance of 1_0dmm, a microtext in a positive style (black text on a white background) is located around the circumference. The microtext includes information about the customer of the seal with the content of the tax identification number (TIN XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX, as well as, at his discretion, the code for All-Russian classifier enterprises and organizations (OKPO ХХХХХХХХ), etc. Figure 1 shows the print customer's tax identification number repeated and delimited by * as an example.

3.5 Between the microtexts with positive and negative styles, clockwise and symmetrically about the vertical axis of the print cliché, there are concentric lines of the information field containing the full name of the legal entity in the nominative case, in brackets - its short name (if any), and the main state registration number ( OGRN XXXXXXXXXXXXXXXXXX) of the print customer according to the entry in the state register legal entities. The name of the legal entity must correspond to the name fixed in the constituent documents. The abbreviated name is given in cases where it is fixed in the constituent documents, and is placed in parentheses after the full name. If the legal entity has a higher organization, its short name is given, and in its absence, the full name, which is located before the full name of the legal entity. At the same time, it is allowed not to repeat the name of the parent organization in the name of the legal entity.

In the lower part of the information field, counterclockwise, symmetrically with respect to the vertical axis of the seal cliché, the following auxiliary information about the seal with the reproduction of the State Emblem of the Russian Federation is placed:

  • number of the seal (if the seal with the reproduction of the State Emblem of the Russian Federation for this legal entity is not made in a single copy), denoted Arabic numerals, starting with the number 2 for the second print;
  • the letter D with a hyphenated serial number of the duplicate, starting with a Roman numeral I for the first duplicate print. The entry "2D-I" means that the print was made by the second duplicate of the second seal with the reproduction of the State Emblem of the Russian Federation.

3.6 Seals with the reproduction of the State Emblem of the Russian Federation must be made in such a way that when they are checked and used, a clear imprint of all elements of the image remains on the document. The saturation and color tone of all areas of the print should be uniform. Not allowed visually distinguishable: extrusion of paint over the edges printed elements, underprints and underprints, distortion of image details on the printout, as well as smearing and erasing.

3.7 All mandatory and optional elements of the image and security must appear in the print.

3.8 There are no special requirements for packaging, labeling and transportation of seals with the reproduction of the State Emblem of the Russian Federation.

4 Technical requirements for raw materials, materials, purchased products used for the manufacture and use of seals with a reproduction of the State Emblem of the Russian Federation

4.1 Requirements for the material for the manufacture of printing clichés

4.1.1 In the manufacture of printing clichés, rubber is used, intended for laser engraving, or other materials with technical indicators corresponding to this rubber.

4.1.2 In rubber for the manufacture of printing clichés, the presence of shells that are visually distinguishable in a magnifying glass with a 15x magnification, visually distinguishable swelling, cracking and warping is unacceptable. The swelling of rubber in water-alcohol mixtures should not exceed 5% by weight at any concentration of alcohol, the relative elongation of rubber at break should be at least 200%. The thickness of the rubber for the manufacture of printing clichés is at least 2 + 0.2 mm. Rubber during processing should allow engraving to a depth of 0.25 to 1.8 mm.

4.2 Stamp pad and ink requirements

4.2.1 The ink pad and ink shall have the characteristics necessary to meet the requirements of this standard.

4.2.2 When making an impression on coated and uncoated paper, the absorption and drying of the stamp ink on the surface of the paper should occur in no more than 10 seconds without residual set-off and be resistant to smearing and abrasion.

4.2.3 The stamp ink, after receiving an impression on coated and uncoated paper, should not change the visually distinguishable color saturation in daylight and room temperature in a place protected and not protected from direct sunlight, as well as the geometric characteristics of the image and the characteristics of the security elements.

5 Technical requirements for printing clichés made of rubber

5.1 The minimum allowable height of the font letters on the information field of the print cliché is 3 +0 "" mm, the width of the strokes of the font character is at least 0.1 + °" 01 mm.

5.2 The angle of inclination of the side surfaces of the printing elements with respect to the perpendicular to the plane of the printing plate must be from 40° to 70°.

5.3 The depth of the white space elements corresponds to the dimensions of these elements according to Table 1.

5.4 After making the print cliché, the surface of the printing elements must be smooth. If there are scratches and scars, then they should be visually distinguishable only through a 15x magnifying glass.

6 Technical requirements for the protection of seals with the reproduction of the State Emblem of the Russian Federation from forgery

6.1 Seals with the reproduction of the State Emblem of the Russian Federation must contain at least four mandatory elements of protection against forgery.

6.2 Mandatory elements of protection of seals with the reproduction of the State Emblem of the Russian Federation from forgery are:

6.2.1 Microtexts of the type "white text on a black background", located along the outer ring of the rim of the printing cliché. The size of microtext elements is from 0.5 to 0.8 mm.

6.2.2 Microtext of the "black text on a white background" type, made in the form of a dividing ring separating the text lines of the information field from the image of the State Emblem of the Russian Federation. The size of microtext elements is from 0.5 to 0.8 mm.

6.2.3 The presence of lines with a thickness of 0.08 + 0-01 mm.

6.2.4 The presence of elements with a halftone screen with a lineature of at least 80 lines per centimeter.

6.3 To increase protection against counterfeiting of seals with the reproduction of the State Emblem of the Russian Federation, at the request of the customer of the seal, additional security elements can be used, including:

6.3.1 Fonts specially designed for the text part of the seals, while it is allowed to change individual letters of the font, to introduce defects into the font at the control points of the print that imitate natural rubber defects.

6.3.2 Visually indistinguishable change in the geometric proportions of the print, giving them an irregular shape.

6.3.3 Introducing raster fields into the print image with different raster angles from 7° to 15°, a raster lineature of at least 100 lines per centimeter and a density of not more than 20% with different shapes of raster dots.

6.3.4 Adding hidden security elements to the print image to identify the print manufacturer and the device on which the print was made.

6.3.5 The use of rainbow holograms for drawing the State Emblem of the Russian Federation and a circle with microtext and a kinegram. The device for their application and printing clichés must be combined in one technical tool, while the print imprint and embossing of the hologram must be carried out at the same time. The maximum allowable difference in the angles of rotation of the image of the State Emblem of the Russian Federation with microtext relative to the mastic print in any prints on documents made using the same technical means, should not exceed 0.5°. The numbering of the holograms must be performed by a laser enumerator.

6.4 Additional means of protecting seals with the reproduction of the State Emblem of the Russian Federation from forgery should not allow the possibility of their reproduction on devices with a lower resolution.

6.5 The resolution of the equipment for the production of seals with the reproduction of the State Emblem of the Russian Federation must be at least 800 dots per centimeter.

6.6 To improve the safety of seal impressions with the reproduction of the State Emblem of the Russian Federation, including those transferred for archival storage, lamination of documents on which such a seal is placed is allowed.

This standard establishes the form, dimensions and technical requirements for seals with the reproduction of the State Emblem of the Russian Federation.

2 Definitions

For the purposes of this International Standard, the following terms apply with their respective definitions:

2.1 seal: A device containing a printing plate for applying prints to paper.

2.2 impression: Image of a print cliché on paper.

2.3 print cliché: A print element containing a mirror image of the print imprint.

2.4 mastic printing: Printing that provides an imprint with stamp ink.

2.5 seal with reproduction of the State Emblem of the Russian Federation: A seal with a mirror image of the State Emblem of the Russian Federation in the center of the cliché.

2.6 stamp paint: A special coloring agent intended for applying prints on paper using printing clichés.

2.7 ink pad: A material that carries in its volume stamp ink, which is transferred to the printing elements of the printing cliché when it comes into contact with the stamp pad.

2.8 printing element: A section of a print cliché that receives stamp ink and transfers it to paper.

2.9 whitespace element: A section of a print cliché that does not accept stamp ink and does not transfer it to paper.

3 Technical requirements for seals with reproduction of the State Emblem of the Russian Federation

3.1 Cliches of the seal with the reproduction of the State Emblem of the Russian Federation are made in a round shape (Figure 1).

3.2 The minimum diameter of the printing cliche with the reproduction of the State Emblem of the Russian Federation is 40 mm, the maximum diameter is 50 mm. On the outer ring, the printing cliché is limited by a rim 1.3 mm thick, on which there is a microtext in a negative style (white text on a black background). Microtext consists of a repeating entry that includes the word certificate with its number, as well as other information specified by the seal manufacturer.

The figure shows a repeating entry as an example:

The certificate must confirm that the manufacturer of the seal has the technical and technological capabilities to manufacture the specified type of product at the proper quality level.

3.3 In the center of the print cliché is a mirror image of the State Emblem of the Russian Federation.

3.3.1 The image of the State Emblem of the Russian Federation for the production of seals with the reproduction of the State Emblem of the Russian Federation is presented in a digitally encoded form and is used by printing and stamp-engraving enterprises accredited for the possibility of making seals with the reproduction of the State Emblem of the Russian Federation.

When reproducing the State Emblem of the Russian Federation, its changes are allowed only in part of the linear scale. Minimum size the image of the State Emblem of the Russian Federation must fit into a circle with a diameter of 14 mm.

3.3.2 Crypto protection of the image file used when using a digital image of the State Emblem of the Russian Federation, as well as the software used in the layout and formation of print clichés, should exclude the possibility of extracting a digital image of the State Emblem of the Russian Federation.

3.4 Around the State Emblem of the Russian Federation at a distance of 1 mm, a microtext in a positive style (black text on a white background) is located around the circumference. The microtext includes information about the customer of the seal containing an identification tax number (TIN XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX, as well as, at his discretion, the code according to the All-Russian Classification of Enterprises and Organizations (OKPO XXXXXXXXX), etc. Figure 1 shows the print customer's tax identification number repeated and delimited by * as an example.

3.5 Between the microtexts with positive and negative styles, clockwise and symmetrically about the vertical axis of the print cliché, there are concentric lines of the information field containing the full name of the legal entity in the nominative case, in brackets - its short name (if any), and the main state registration number (OGRN ХХХХХХХХХХХХ) of the print customer according to the entry in the Unified State Register of Legal Entities. The name of the legal entity must correspond to the name fixed in the constituent documents. The abbreviated name is given in cases where it is fixed in the constituent documents, and is placed in parentheses after the full name. For example, Figure 1 shows the name of the State Committee of the Russian Federation for Standardization and Metrology (Gosstandart of Russia) as a federal executive body and its abbreviated name, as well as the main state registration number of the customer (OGRN XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX)

If the legal entity has a higher organization, its short name is given, and in its absence, the full name, which is located before the full name of the legal entity. At the same time, it is allowed not to repeat the name of the parent organization in the name of the legal entity.

On the personal seal of a notary with the image of the State Emblem of the Russian Federation in the concentric lines of the information field, the surname, initials, position of the notary and its location or the name of the state notary's office are indicated.

In the lower part of the information field, counterclockwise, symmetrically with respect to the vertical axis of the seal cliché, the following auxiliary information about the seal with the reproduction of the State Emblem of the Russian Federation is placed:

the number of the seal (if the seal with the reproduction of the State Emblem of the Russian Federation for this legal entity is not made in a single copy), indicated by Arabic numerals, starting with the number 2 for the second seal;

the letter D with the serial number of the duplicate written through a hyphen, starting with the Roman numeral I for the first duplicate of the seal. In figure 1, the entry "2D-II" means that the print was made by the second duplicate of the second seal with the reproduction of the State Emblem of the Russian Federation.

3.6 Seals with the reproduction of the State Emblem of the Russian Federation must be made in such a way that when they are checked and used, a clear imprint of all elements of the image remains on the document. The saturation and color tone of all areas of the print should be uniform. Visually distinguishable are not allowed: extrusion of ink over the edges of printed elements, underprints and underprints, distortion of image details on the print, as well as smearing and erasing.

3.7 All mandatory and additional elements of the image and security must appear in the print.

3.8 There are no special requirements for packaging, labeling and transportation of seals with the reproduction of the State Emblem of the Russian Federation.

3.9 On a seal with a reproduction of the State Emblem of the Russian Federation, the customer of which is not a legal entity, the tax identification number (INN) and the main state registration number (OGRN) are not indicated, in the information field of the seal, the requirements for the name of this customer are established by him independently when ordering a seal.

4 Technical requirements for raw materials, materials, purchased products used for the manufacture and use of seals with a reproduction of the State Emblem of the Russian Federation

4.1 Requirements for the material for the manufacture of printing clichés

4.1.1 In the manufacture of printing clichés, rubber intended for laser engraving or other materials with technical parameters corresponding to this rubber are used.

4.1.2 In rubber for the manufacture of printing clichés, the presence of shells visually distinguishable in a magnifying glass with a 15x magnification, visually distinguishable swelling, cracking and warping is unacceptable. The swelling of rubber in water-alcohol mixtures should not exceed 5% by weight at any concentration of alcohol, the relative elongation of rubber at break should be at least 200%. The thickness of the rubber for the manufacture of printing clichés is at least 2 mm. Rubber during processing should allow engraving to a depth of 0.25 to 1.8 mm.

4.2 Stamp pad and ink requirements

4.2.1 The stamp pad and stamp ink shall have characteristics that meet the requirements of this standard.

4.2.2 When making an impression on coated and uncoated paper, the absorption and drying of the stamp ink on the surface of the paper should occur in no more than 10 seconds without residual set-off and be resistant to smearing and abrasion.

4.2.3 Stamp ink after making an impression on coated and uncoated paper should not change the visually distinguishable color saturation in daylight and room temperature in a place protected and not protected from direct sunlight, as well as the geometric characteristics of the image and the characteristics of the security elements.

5 Specifications for stamp plates made of rubber

5.1 The minimum allowable height of the letters of the font on the information field of the print cliché is 1.5 mm, the width of the strokes of the font character is at least 0.1 mm.

5.2 The angle of inclination of the side surfaces of the printing elements with respect to the perpendicular to the plane of the print plate should be from 40° to 70°.

5.3 The depth of the space elements corresponds to the dimensions of these elements according to Table 1.

5.4 After the printing cliché is made, the surface of the printing elements must be smooth. If there are scratches and scars, then they should be visually distinguishable only through a 15x magnifying glass.

6 Technical requirements for the protection of seals with the reproduction of the State Emblem of the Russian Federation from forgery

6.1 Seals with the reproduction of the State Emblem of the Russian Federation must carry at least four mandatory elements of protection against forgery.

6.2 Mandatory elements of protection of seals with the reproduction of the State Emblem of the Russian Federation from forgery are:

6.2.1 Microtexts of the type "white text on a black background" located along the outer ring of the rim of the printing cliche. The size of microtext elements is from 0.5 to 0.8 mm.

6.2.2 Microtext of the "black text on a white background" type, made in the form of a separating ring separating the text lines of the information field from the image of the State Emblem of the Russian Federation. The size of microtext elements is from 0.5 to 0.8 mm.

6.2.3 Presence of lines with a thickness of 0.08 mm.

6.2.4 The presence of elements with a halftone screen with a lineature of at least 80 lines per centimeter.

6.3 To increase protection against counterfeiting of seals with reproduction of the State Emblem of the Russian Federation, at the request of the customer of the seal, additional security elements can be applied, including:

6.3.1 Fonts specially designed for the text part of the seals, while it is allowed to change individual letters of the font, to introduce defects into the font at the control points of the print that imitate natural rubber defects.

6.3.2 Visually indistinguishable change in the geometric proportions of the print, giving them an irregular shape.

6.3.3 Introducing raster fields into the print image with different raster angles from 7° to 15°, raster lineature of at least 100 lines per centimeter and a density of not more than 20% with different shapes of raster dots.

6.3.4 Introducing hidden security elements into the print image to identify the print manufacturer and the device on which this print was made.
