Since the profession of a specialist in working with youth is new, her professional activity is in its infancy. Its subject, methods of influence, infrastructure and professional communities are in the process of formation. It can be said with certainty that a youth worker aims to solve a wide range of youth problems: self-determination in life and profession, development of social activity and creativity, social support for young people in their infancy, overcoming negative phenomena in the youth environment, etc.

In the state educational standard of higher professional education in the specialty "Organization of work with youth" the object professional activity, knowledge, skills, qualification characteristics, requirements are defined.

The objects of professional activity of a specialist in working with youth are:

Federal, municipal executive authorities for youth policy; - centers for supporting a young family, professional employment and youth employment, promoting youth entrepreneurship, youth press centers;

Formal and informal associations of various age, social and territorial groups.

The main types of professional activities include: managerial, educational, scientific research, methodical correctional and developmental, cultural and educational, expert. Its competence includes international interaction of youth organizations and institutions in the field of youth policy. It coordinates preventive and corrective educational work among young people. The activities of a youth worker are aimed at providing conditions for the creative and social growth of young people.

Historically, it has been youth policy different ministries and departments are involved, so youth workers can work in different areas:

Youth Committees;

in law enforcement;

in the armed forces;

In general education, secondary specialized and higher educational institutions;

in social services;

In research organizations;

In mass media.

Thus, each organization has its own job descriptions for a youth worker, depending on the profile. And therefore it cannot be said that there is a single job description.

Personnel policy in the field of GMP

Within the territory of Russian Federation since 1991 within the framework of the state youth policy and system social service of the population the organization of work with youth is carried out. One of the important directions of the state youth policy is the formation of human resources that are able to implement it. It can be argued that without a successful solution of this issue, none of the GMF directions can be realized. Staffing of the state youth policy - a system of measures to identify, select, train, improve skills, retrain and create a personnel reserve of workers employed in this area. The activities of the youth policy bodies on the problem of staffing, to one degree or another, since the 90s, have been carried out constantly.

Approved by the resolution of the Supreme Council of the Russian Federation "The main directions of the state youth policy", it was established that the state youth policy is carried out by state bodies and their officials, youth associations and their associations.

Strengthening human resources is an essential element of the resource provision of any industry. Therefore, the development of staffing measures for the state youth policy was declared one of the most important areas of activity in the "Concept of the state youth policy in the Russian Federation", approved by government commission on youth affairs (minutes of December 5, 2001, 4 pr.).

Staffing issues were also covered in the subprogram "Development of the system of retraining and advanced training of specialists in working with youth" of the federal target program "Youth of Russia" (2001 - 2005). During the operation of this program, the staffing of youth policy was supposed to be carried out in the following areas: - studying the state of human resources in the field of work with youth; - organization and holding of all-Russian and inter-regional coordination seminars on the staffing of the GMP; - advanced training of executives of the youth policy bodies of the constituent entities of the Russian Federation;

Retraining and advanced training, creation of special centers in the regions of the country in order to improve professional competence all categories of workers employed in the field of youth policy based on the generalization of practical experience and existing educational and thematic plans for advanced training;

Formation of a system of continuous education for specialists in the field of youth policy in the region;

Organizational, financial and logistical support (on a competitive basis) for the activities of regional training centers for retraining and advanced training of specialists working with youth. The process of building a system of staffing the state youth policy is in a dialectical relationship with the process of formation and development of the GMP as a specific branch of socio-cultural policy, an important link in the strategy of socio-economic development of regions and the country. It is necessary to delineate functions in the field of the organizational and legal approach to the implementation of the state youth policy both as an intersectoral sphere and as an independent industry that has its own institutions, organizational and financial mechanisms, a system of subordination, its own personnel, information and scientific and methodological support.

To determine the area of professional activity in many areas of modern youth policy, a detailed development of the regulatory and methodological framework is necessary: the nomenclature of specialties and institutions, model provisions, regulations of activities, professiograms of specialists, standards for their training. An important link in the creation process educational system sphere of GMP is the introduction of a unified educational standard for the training of specialists in this industry in the universities of the Russian Federation. In this regard, it seems appropriate to develop proposals and take possible measures to supplement the modern classifier of areas and specialties of higher professional education for a number of codes in the "Classifier of specialties" section with specialties and specializations in the field of youth policy. The problem area is the scientific-methodical and educational-methodical support of the system of training, retraining and advanced training of all categories of specialists working with youth. So far, no structure has been created to develop curricula, programs, teaching aids at the federal level. An integral component of the system of training, retraining, advanced training of specialists in working with youth is the presence of a corps of teachers who train workers in the field of youth policy and the organization of a system of work to develop educational and methodological equipment of readable disciplines and especially disciplines of specialization. An analysis of real practice shows that new approaches to organizing work with youth, innovative models and projects are difficult to implement, and do not always find proper application. The current infrastructure of institutions and objects of the socio-cultural sphere in many respects does not meet the interests and demands of modern teenagers and young people, and the available opportunities and resources are used without due efficiency. In different territories, the role and functions of institutions and specialists working with youth, the scope of their rights and obligations, criteria for evaluating their activities, certification procedures are defined differently. That is, the sphere of youth policy as a field of professional activity of a wide range of specialists needs further institutionalization and consolidation. Thus, the further alignment of the space of professional activity in the field of youth policy and the corresponding staffing involves:

Consistent, institutional formalization of the GMF; - development of the infrastructure of the industry, development of standard regulations on services, centers, institutions of the GMP;

Description of existing and new positions, determination of the status of youth workers, development of professiograms, standards and models for organizing their activities;

Development and introduction of amendments to the classifier of areas and specialties of higher (and secondary specialized) professional education; - development of the concept and methodology for attestation of specialists working with youth;

Development of draft state educational standards, basic curricula and programs for training, retraining, advanced training of personnel for bodies and institutions of youth policy; - holding All-Russian competition educational programs and methodological support for the training and retraining of personnel for the GMP; - development and approbation of a model of advanced training courses, professional retraining of teachers educational institutions leading the training of specialists in working with youth. So the youth personnel policy should be: 1) scientifically substantiated (until it has been possible to establish scientific and methodological links between educational structures that carry out retraining and advanced training of youth workers, unified educational and methodological plans have not been developed, learning programs publishing activities for the preparation of educational literature are not coordinated); 2) comprehensive, based on the unity of principles, forms and methods of training (to optimize the training models for a modern youth leader, specialists in the field of GMP, it is necessary to develop professional requirements to the categories of personnel in the field of GMP); 3) uniform for the whole of Russia, but at the same time multi-level (federal, regional, municipal);

4) promising, having a leading character.
