Basic concepts

The size of the limit in postal items and the methodology for calculating customs payments usually do not depend on the type of postal operator or delivery service (except for the Republic of Belarus, where all standards are tightened).

Customs Union (within the Eurasian Economic Community)- the union of Russia, Kazakhstan and Belarus, implying a single customs territory, a single customs tariff and other common measures of customs regulation.

Ways of passing the customs clearance procedure

Customs clearance can be carried out in several ways, depending on the method of delivery, compliance of the goods with customs standards, etc.

  1. Postal operator. In the case of sending a shipment by a state postal operator, all formalities related to the passage of the customs border on the territory of the Russian Federation are settled by the Federal State Unitary Enterprise Russian Post. If the payment of customs duty is required, then the parcel is simply accompanied by a notice of its amount, which will be collected from the addressee upon receipt of the parcel at the post office.
  2. Courier Service. If the delivery of the postal item is carried out by a commercial service and the shipment complies with the established standards, the courier service takes over the organization of customs clearance. In cases where the courier service does not have the right to work with IGOs, a fee is charged for customs clearance.
  3. Personally by the recipient. If it becomes necessary to pay additional customs duties, the courier service may contact the recipient to complete all the formalities.
  4. Customs Broker. In disputable cases, the responsibility for settling relations between the recipient and the customs service is assumed by the intermediary - the customs broker. An appropriate commission is charged for its work (10% of the amount of the fee or more). Often, broker services are used by courier services that do not have the official right to work with international mail (TNT, UPS, DHL, etc.). In this case, VAT is added to the estimated customs duty. The client of the service has the right to refuse brokerage services and draw up customs documents on his own.

Features of the work of the customs services of some countries

Russian Federation

Russia is part of Customs Union EurAsEC, therefore, the rules for forwarding international postal items are regulated by the corresponding document, which is called " Agreement on the procedure for the movement by individuals of goods for personal use across the customs border of the Customs Union(hereinafter referred to as the Agreement). The Agreement also spelled out the standards for duty-free shipments.

In particular, the restriction on the estimated value of goods intended for personal use, is 500 euros for one calendar month, and the limit on the total weight of received items for the same period - 31 kg.

Payment of duties is carried out in rubles at the rate of the Central Bank on the day of payment, at the post office upon receipt of the parcel.

To date, there is no mechanism (database) that would control the number and cost of postal items received by one individual in one calendar month. Therefore, only the cost and weight of your parcels that arrived on the same day to one customs inspector are summed up (such a hit is extremely unlikely, but still should not be ruled out).

There are some exceptions to the fee. Speaking of shipments to legal entities , then the value limit is also 200 euros - in this case, the cargo is not subject to duty.

Starting from 07/01/2010, uniform rates of customs payments were established regardless of the delivery organization, therefore, in the field of customs clearance, the rules for the Russian Post and courier services are almost the same. Despite this, each company has a list own conditions and restrictions on work with the delivery of international mail to Russia.

Since February 2014, the FCS of Russia has changed its requirements for the clearance of non-documentary goods. Ukraine

In Ukraine, the regulatory document for the customs clearance of incoming shipments is the Customs Code, which entered into force in June 2012 and the law " On preventing financial disaster» which entered into force on 01.04.2014. Belarus

Despite the fact that the Republic of Belarus is a member of the Customs Union, with the help of federal customs legislation, it was able to establish its own standards for incoming shipments - much more stringent than in Russia and Kazakhstan. Estimated value/weight limit from October 25, 2014 is 22 euros and 31 kilos for one recipient per calendar month. Note that earlier the limit for shipment by express delivery services was significantly different and amounted to 200 euros, regardless of the method of delivery (public or commercial service).

Shipping costs are not included in this amount.

For incoming shipments exceeding this limit, a customs duty of 30% of the amount in excess of the limit is charged. In this case, the duty should not be less than 4 euros per 1 kg of cargo weight. If the value of the parcel exceeds 1000 euros, the amount of customs duty increases to 60% (but not less than 4 euros per 1 kg).

For any excess, a customs duty is charged in the amount of 30% of it (and at the same time not less than 4 euros per 1 kg).

In addition, an additional fee of 5 euros is charged for each case of individual customs clearance. This is true if the goods are delivered by one of the courier services - DHL, UPS, FedEx, TNT, etc. customs service. International shipments delivered by a state postal operator are received by the addressee at the post office at the place of residence.

Uzbekistan

In the Republic of Uzbekistan, the rules of customs clearance operate in accordance with the Customs Code of the Republic and federal law"On the customs tariff", adopted back in 1997. Parcels and packages, the estimated value of which does not exceed 1000 US dollars. In case of excess, customs duty will be charged in the amount of 25% from the amount over the limit.

Briefly about the new duties: From January 1, 2019, the duty-free limit for buyers per month has decreased from 1000 to 500 euros. It is important to know that in some cases, the customs service may also tax the shipping cost.

We are talking about goods that are delivered to a buyer from abroad by international mail or private carriers, including purchases in foreign online stores, such as computeruniverse.

According to the decision, from January 1 to December 31, 2018, maintaining the current limit of 1000 euros and 31 kg within one calendar month.

From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg.

From January 1, 2020, duty-free import rates will be reduced to 200 euros and 31 kg. At the same time, all restrictions on time and number of orders will be removed. In 2020, for exceeding the limits, you will have to pay 15% of the cost, but not less than 2 euros per 1 kg of "overweight", which is significantly less than the current norms (30% of the cost, but not less than 4 euros per 1 kg of weight)

At the same time, the countries of the Eurasian Economic Union may introduce additional restrictions that reduce import rates.

At the moment, in Kazakhstan, Kyrgyzstan and Russia, the duty-free threshold is 1,000 euros and 31 kg per calendar month, and until the end of 2018, buyers in these countries can sleep peacefully.

Reducing the duty-free threshold for importing goods over 500 euros by land
