What is the difference between extraordinary, priority and preferential treatment in medical institutions Belarus? The portal has figured out the features of "systematization" of visitors to clinics.

The rules are the same for all clinics

Families with many children are at a loss: they have different status in different clinics. In other words, in some healthcare institutions they are supposed to be served on a priority basis (this is evidenced by the relevant announcements, while in others they are placed in a general queue. The situation is similar with other “potential beneficiaries”.

It turns out that the rights to extraordinary and priority services in healthcare organizations for various categories of citizens are provided for in many legal acts Belarus. So, the participants of the Great Patriotic War"registered" in the Law of the Republic of Belarus "On Veterans", honorary donors - in the Law of the Republic of Belarus "On donation of blood and its components", liquidators of the accident at the Chernobyl nuclear power plant - in the Law "On social protection citizens affected by the disaster at the Chernobyl nuclear power plant, other radiation accidents, etc. But the rights of the same large families and some other categories of visitors to the polyclinic are not legally enshrined.

Is there a consolidated list of categories of citizens that is followed in all clinics when determining the order of admission of patients? With this question, the portal browser turned to the head of the primary health care Health Committee of the Minsk City Executive Committee Lyudmila Lugovets.

At one time, we centrally sent out letters to all polyclinics indicating the order in which certain categories of visitors were received, - said Lyudmila Evgenievna. - And there are large families in this list. Indeed, the right to a primary appointment with a doctor is not spelled out in the laws. But back in 2006, the Ministry of Health sent out a letter, according to which large families are served in polyclinics in the first place.

On the websites of healthcare institutions in Minsk, the portal browser found various versions of the list of persons entitled to extraordinary and priority services. Lyudmila Lugovets asked to report these facts to the Health Committee of the Minsk City Executive Committee if such discrepancies are found in the capital. And she promised to keep this issue under control.

And we, for our part, publish the most complete version of the above list.

Out of turn accepted:

  • Heroes of the Soviet Union, Heroes of Socialist Labor, full holders of the Orders of Glory, Labor Glory and their husbands or wives (Article 4 of the Law of the Republic of Belarus dated February 21, 1995 No. 3599-XII “On the status of Heroes of the Soviet Union, Heroes of Socialist Labor, full holders of the Orders of Glory , Labor Glory".
  • Veterans of the Great Patriotic War (clause 1.1. Decree of the Ministry of Health of the Republic of Belarus dated December 20, 2008 No. 226 “On some issues of organizing the provision of medical care veterans of the Great Patriotic War in government organizations health care of the Republic of Belarus and the invalidation of some resolutions of the Ministry of Health of the Republic of Belarus and a structural element of the regulatory legal act"). Veterans of the Great Patriotic War are persons who took part in military operations to defend the Fatherland or in providing military units of the army in combat areas, as well as persons awarded orders or medals of the USSR for selfless work and impeccable military service in the rear during the Great Patriotic War . Persons convicted of treason, complicity with the Nazi invaders and their allies during the Great Patriotic War or for participation in the nationalist underground on the territory of the Ukrainian SSR, the Byelorussian SSR and the Baltic republics from January 1, 1944 to December 31, 1951 and subsequently those who have not been rehabilitated are not recognized as veterans of the Great Patriotic War.
  • Disabled people of the Great Patriotic War and invalids of military operations on the territory of other states (Article 12 of the Law of the Republic of Belarus dated April 17, 1992 No. 1594-XII "On Veterans".
  • Honorary donors (Article 31 of the Law of the Republic of Belarus dated November 30, 2010 No. 197-З “On donation of blood and its components”.
  • Pregnant women (Order of the Health Committee of the Minsk City Executive Committee dated November 21, 2005 No. 681 “On the adoption additional measures to eradicate indifferent attitude to patients, needs and appeals of citizens from the healthcare system”).

The following are accepted first:

  • Former prisoners of fascist concentration camps, prisons, ghettos and former juvenile prisoners of other places of detention created by the fascists and their allies during the Second World War (Article 24 of the Law of the Republic of Belarus dated April 17, 1992 No. 1594-XII "On Veterans").
  • Disabled from childhood due to injury, concussion, mutilation associated with military operations during the Great Patriotic War or with the consequences of military operations (Article 25 of the Law of the Republic of Belarus dated April 17, 1992 No. 1594-XII "On Veterans".
  • Persons unreasonably prosecuted, subjected to punishment in the form of deprivation of liberty, exile, expulsion, referral to a special settlement, exiled outside the republic in an administrative order, illegally placed by court decision in psychiatric institutions for compulsory treatment in connection with the initiation of criminal cases, and other persons rehabilitated in accordance with the current legislation, as well as children who suffered from political repressions, who were with their repressed parents (clause 1.4. Resolution of the Council of Ministers of the BSSR dated December 29, 1990 No. 349 “On the provision of benefits to persons unreasonably repressed during the 20-80s and subsequently rehabilitated").
  • Participants in the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant and persons equated to them (Articles 18, 19, 20 of the Law of the Republic of Belarus dated January 6, 2009 No. 9-Z "On the social protection of citizens affected by the disaster at the Chernobyl nuclear power plant, other radiation accidents".
  • Large families (in accordance with the letter of the Ministry of Health of the Republic of Belarus dated October 30, 2006 No. 02-1-03 / 37451).
  • Hearing impaired (in accordance with the letter of the Ministry of Health of the Republic of Belarus of September 9, 2002 No. 04-7 / 5026).

It should also be noted that the right to a particular benefit is documented.

It should be noted that in different regions of Belarus there may be “local” benefits certain categories persons. An example is pregnant women, the need for extraordinary care of which was noted by the capital's officials.

Who has the greater advantage?

The list of those who can go to the doctor's office, bypassing long lines, is quite voluminous, but it does not mean that the older and "sicker" a person is, he has more rights there. And yet, there is a “gradation of priority”.

Service out of turn means that the person who has the right to this will go to the doctor first, - explains Ludmila Lugovets. - If a visitor to a polyclinic is entitled to priority care, then while waiting for an appointment, he will have to wait until those who are entitled to an extraordinary appointment are served. There is also the possibility of priority service. It means that the queue is formed by the nurse of the office in which the doctor is being seen.

According to " explanatory dictionary Russian language” by S.I. Ozhegov, “extraordinary” is produced out of turn or above the queue, and “primary” is performed in the first place, urgent. As we can see, there are no discrepancies with the medical practice that has developed in Belarus.

There is an article in the Federal Law “On Veterans”, which directly indicates that participants in the Great Patriotic War have the right to “preferential use of all types of services of communication institutions, cultural, educational and sports and recreational institutions, extraordinary purchase of tickets for all types of transport, extraordinary business service retail and household services.

Previously, in almost all institutions one could see signs "WWII veterans are served out of turn." Today, such a "warning" is a rarity. However, if we are cultured people, should we be reminded that veterans, and just older people, should be treated with due respect and give way, for example, to a line in a store, a seat on a bus?

The editors of the "Selskaya Gazeta" decided to conduct an experiment. I invited Nadezhda Pavlovna Filimonova, a veteran of the Great Patriotic War, respected in the region, to participate in it. She agreed to carry out the “combat mission” and reacted with approval to the stated topic.

The other day there was an unpleasant incident in one of the shops of Novopokrovskaya, - says an elderly woman. - There was a long queue at the checkout. I decided to use my veteran's rights. The youth implicitly stepped aside and allowed me to pay. And one of the women threw thunder and lightning. What example is she setting for the next generation?

“It is unlikely that the experiment will succeed: Nadezhda Pavlovna is a very famous person in the region, so the green light will be on for her everywhere,” her colleagues doubted when they sent her on a mission. Still, let's see...

N.P. Filimonova was a second-year student at the Moscow Institute of Steel named after Stalin when the war began. She went to the front on May 8, 1942. The war ended for Nadezhda Pavlovna in Germany, and returned home only in November 1945.

The ground floor is more crowded. And Nadezhda Pavlovna asks to see a specialist without waiting in line. The majority is silent, does not react in any way. The man enters into a conversation: “The doctor does not accept. Sit and wait! They will be called in turn. Everyone here is sick."

And skip the line for a war veteran?

What have you done to the person? - the next comes in defense. - It is necessary - then go! And we could have waited.

Nadezhda Pavlovna is not offended, wishes everyone good health and calls for respect for the elderly, and even more so for war veterans.

On the threshold of N.P. Filimonova admits that her health has not been very good lately, so she needs to go to the pharmacy to buy medicines. And we follow her.

The queue is small - three people. But women categorically do not miss. Nadezhda Pavlovna is pointed to other windows. We waited for the pharmacist. The specialist served the veteran with all due respect.

You see, - sums up N.P. Filimonov our "excursion" to the people - people are not so kind to us, veterans. Sometimes it’s a shame, but I survived at the front, I withstood the war, so I’ll survive rudeness. Oh, and I'm tired!

We did not subject Nadezhda Pavlovna to new tests, so we took her home.

And I would like to wish the residents of the district that they surround veterans with attention and care not only on holidays. There are so few of them left, and each is dear to us. Be polite and patient.

1. Prefects of administrative districts:

1.1. Maintain extraordinary services for certain categories of the population when purchasing food products (Appendix 1) and when purchasing industrial goods in trade enterprises, regardless of their form of ownership (Appendix 2).

1.2. Maintain the current system of servicing privileged categories of the population (Appendices 3 and 4) with food and industrial goods in specialized stores, departments and sections "Veteran" according to the list of socially significant essential goods for trade enterprises in Moscow.

1.4. Strengthen control over the application of Article 1, clause 2.1.5 of the Law of Moscow "On Penalties for Violations in the Operation of Consumer Market Enterprises and Services in Moscow" to trade enterprises that do not provide adequate service to privileged categories of the population.

2.   • 2.2. Former minor prisoners of fascist concentration camps, ghettos and other places of detention created by the German fascists and their allies during the Second World War.
  • 2.3. Persons who worked during the Great Patriotic War at the facilities air defense, local air defense, the construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of the operating fronts, operational zones of the operating fleets, on the front-line sections of railways and roads.
  • 2.4. Persons awarded with the badge "Inhabitant of besieged Leningrad".
  • 2.5. Disabled members of the families of a deceased (deceased) disabled veteran of the Great Patriotic War, a combat invalid, a participant in the Great Patriotic War, a combat veteran and persons equivalent to them in terms of medical support.

In order to create conditions for exercising the right to extraordinary medical care in medical organizations on the stands in the registry, in the admissions department of medical organizations providing medical care on an outpatient basis, in a day hospital, inpatient conditions, as well as on the websites of medical organizations in the information - the Internet telecommunication network contains information on the list of categories of citizens entitled to extraordinary medical care.
    When placing this information, the medical organization ensures the conditions for the availability of such information for disabled people in accordance with the legislation of the Russian Federation on the social protection of disabled people.

  • 4. The right to extraordinary medical care is established on the basis of a document confirming the assignment of a citizen to one of the categories of citizens specified in paragraph 2 of this Procedure.

  • 5. The right to extraordinary medical care on an outpatient basis is exercised upon direct application of a citizen for admission to a medical organization. At the same time, employees of a medical organization providing medical care on an outpatient basis ensure that the medical card of a citizen entitled to extraordinary medical care is labeled with an appropriate mark.
    Medical organizations providing primary health care at the place of residence organize registration of citizens entitled to extraordinary medical care.

  • 6. In order to provide emergency primary health care in a planned form on an outpatient basis, the registry employee ensures, as a matter of priority, a preliminary appointment for an appointment with a citizen entitled to extraordinary medical care, referral of the specified citizen to a doctor on the day of treatment (in the absence of voucher for an appointment), delivery of his medical card with a corresponding note to the doctor who, on an extraordinary basis, receives such a citizen.

  • 7. If there are medical (clinical) indications for carrying out an additional medical examination and (or) laboratory research the attending physician organizes the reception of such a citizen on an extraordinary basis by the necessary specialist doctors and the extraordinary conduct of the necessary laboratory tests. If it is necessary to provide the specified citizen with medical care in a day hospital, in a hospital, the doctor issues a referral for hospitalization with a note on the right to extraordinary medical care.

  • 8. Scheduled hospitalization of a citizen who has the right to extraordinary medical care to receive medical care in a day hospital, specialized medical care, including high-tech, in a hospital is organized on an extraordinary basis in accordance with the information contained in the waiting list for the provision of medical care. assistance in a planned manner. In the absence of the necessary type of medical care in the medical organization to which the referral for hospitalization was issued, the medical organization, in agreement with the administration of the medical organization providing the necessary type of medical care, sends the specified citizen to this medical organization.

  • 9. Federal medical organizations participating in the implementation of the Territorial program of state guarantees of free medical care to citizens in the city of Moscow for 2019 and for the planned period of 2020 and 2021, apply this Procedure subject to the provisions of Decree of the Government of the Russian Federation dated February 13, 2015 No. 123 "On approval of the Rules for the extraordinary provision of medical care to certain categories of citizens within the framework of the Program of State Guarantees for the Free Provision of Medical Care to Citizens in Medical Organizations Subordinate to Federal Executive Authorities."

  • 10. Monitoring compliance with the extraordinary procedure for providing medical care to citizens specified in paragraph 2 of this Procedure is carried out by the Moscow City Health Department and heads of medical organizations.
