Decree of the Government of the Russian Federation of February 28, 2019 No. 200 in the rules for evaluating applications, final proposals participants in the procurement of goods, works, services to meet state and municipal needs, approved by Decree of the Government of the Russian Federation of November 28, 2013 No. 1085 (hereinafter referred to as the Rules), changes and additions have been made regarding the evaluation of applications from participants when customers purchase services for organizing children's recreation and their rehabilitation: the values ​​of the significance of cost criteria for evaluation - 40%, non-cost criteria - 60%; customers were required to set the indicator “experience of the participant in the successful delivery of goods, performance of work, provision of services of a comparable nature and volume.” At the same time, the significance of such an indicator should be at least 45% of the significance of all non-monetary evaluation criteria; a closed list of sub-indicators was defined, according to which customers will have to evaluate the applications of participants in terms of the “experience ...” indicator; the changes are taken into account in the relevant subheading in the appendix to the Rules. The changes come into effect on March 15, 2019.

Corrected the rules for charging a procurement participant

The government has adjusted the rules for charging fees for participation in public procurement! When conducting joint competitions or auctions, fees will be charged once. If, following the results of a joint purchase, the winner concludes three contracts worth more than 500 thousand rubles. each, the amount of the fee will not exceed 5 thousand rubles. The Ministry of Finance of the Russian Federation has previously indicated that in such a situation, the fee can be charged only once, regardless of how many contracts the participant has concluded. In addition, the requirements for the special account agreement were also clarified. The opportunity to conclude it was given not only to participants included in the register, but also to those who are accredited at the venues. Thus, the rules will not contradict the Law N 44-FZ, which until the end of the year allows you to participate in procurement without registration, if the participant was accredited before January 1.
