General Instructions for Completing Form 57-T

The completed form 57-T must be submitted within the prescribed period to the territorial divisions of Rosstat at the location of the organization (without separate divisions) or a separate division.

If the organization does not operate at the location, Form 57-T must be submitted at the place of actual business. The employees responsible for reporting are appointed by the head of the organization.

If a separate unit is included in the sample, the separate unit must notify the organization. In this case, the company has two options:

  • independently submit a report for a separate subdivision;
  • appoint officials responsible for submitting the report.

Form 57-T is also submitted by branches, representative offices and divisions of foreign organizations operating in the territory of the Russian Federation.

When filling out form 57-T, in the address part, you must indicate the full name of the reporting organization in accordance with the constituent documents, in brackets - the short name. On a form containing information on separate division, write down the name of a separate unit and the organization to which it belongs.

In the line "Postal address" indicate the name of the subject of the Russian Federation, the legal address of the organization (with a postal code). If the actual address does not match the legal address, the actual postal address is also indicated. For separate subdivisions that do not have a legal address, indicate the postal address with a postal code.

In the code part of the title page form, you must indicate the code of the reporting organization for OKPO or an identification number (for a territorially separate subdivision) based on the Notification of the assignment of an OKPO code (identification number) posted on the Rosstat website in the information and telecommunication network "Internet" at http: //statreg.gks.ru .

Instructions for filling out section 1 of form 57-T

The report in form 57-T (form) consists of two sections.

Section 1 of the form is information on the number and accrued wages of payroll employees by gender for October 2017.

Important

When filling out section 1, it must be borne in mind that in all organizations, the data on page 01 of table 1 must match the similar data of form P-4 for October. And in column 3 of table 1 you need to indicate average headcount employees (without external part-time workers and non-roster employees) in general for the organization (separate subdivision) (line 01) and separately for men and women (lines 02 - 03).

Section 1 contains three tables.

Filling out table 1 of section 1 of form 57-T . Fill in the data in table 1 about the average payroll employees and accrued wages for October should be separately for men and women. General indicators should be compared with the data of the P-4 form.

The salary includes all amounts accrued to employees for October in accordance with payment documents. For employees working in the same organization for one and a half or two rates or working on an internal part-time basis, column 4 of Table 1 includes payments for both the main and the combined profession (position).

Based on the data in lines 04 08 columns 3 of table 2, a list of employees will be compiled, from which employees are selected for an individual survey in section 2. These lines show the number of permanent, temporary, seasonal employees on the payroll who worked at full time (official salary) all workers days of October 2017 and to which the salary for October was accrued. These include:

  • who have worked the number of working days or working hours established according to the work schedule for October;
  • who were on business trips in October while maintaining wages in this organization.

The following employees are not included in the data of lines 04-08:

  • employed part-time from other organizations (external part-time workers);
  • performing work under civil law contracts;
  • accepted and withdrawn during October;
  • those who did not come to work in October due to illness (in accordance with sheets of temporary disability);
  • who were on maternity leave or parental leave;
  • who underwent vocational training, advanced training or the acquisition of a new profession (specialty);
  • who had a student agreement for the purpose of acquiring a profession (students);
  • part-time working time in accordance with employment contract(contract);
  • worked part-time at the initiative of the employer;
  • worked part-time by agreement between the employee and the employer;
  • idle due to the fault of the employer and for reasons beyond the control of the employer and the employee;
  • who were on leave without pay;
  • carried out work at home by personal labor (homeworkers);
  • who were on annual paid leave (all or part of October);
  • who were on study and other vacations;
  • absenteeism in October;
  • other employees, if they were absent from work for 1 day or more for reasons not related to the functioning of the organization, for example, performing state or public duties.

When distributing employees by categories of personnel, one should be guided by All-Russian classifier professions of workers, positions of employees and tariff categories(OKPDTR), adopted and put into effect by the resolution of Rosstandart of Russia dated December 26, 1994 No. 367.

Table 3 must be completed. It is needed to determine the number of employees to be researched.

Section 2 is information on individual employees, fully completed October 2017. The section contains a table of 13 columns. See the table for how to complete these columns.

State statistics bodies have supplemented the list of mandatory reporting with a new form No. 57-T “Information on the wages of employees by profession and position”. The unified form was approved by a separate Order of Rosstat No. 430 dated 06/26/2017, OKUD code - 0606007.

You need to submit a new report 57-T once every two years - until November 30. If the organization has already done this in 2017, it is not necessary to submit reports in 2019!

Who must submit a 57-T report in 2019

Not everyone will be required to report wages under the new form, but only those employers who are included in a special sample of statistical bodies. The official list of reporting organizations is available on the Rosstat website.

Report 57-T in 2019, who submits, is determined by representatives of Rosstat. However, a list of organizations that are exempt from submitting a new report has already been published. From federal statistical observation completely excluded:

  • public sector management;
  • the defense sector of the state (army, police, state security);
  • Insurance companies and financial and credit organizations;
  • public education and small businesses.

Some institutions have received written notification of the need to submit a reporting document. There is no need to wait for an official request, check if your organization is on the lists on the website of the statistical authorities. The letter may get lost or arrive late, and for failure to provide information, the institution faces an impressive fine (up to 70,000 rubles). Reporting should be done every two years, no later than November 30, 2018.

How to fill out a 57-T report

A detailed algorithm and filling rules are presented in the Instructions of Rosstat (Letter No. 430).

Structure of the new 57-T payroll report:

  • title page according to the standard form of statistical reporting, which contains the name and postal address of the reporting company;
  • section No. 1, which contains generalized information about the institution in terms of the number of employees and accrued wages for October;
  • section 2 contains data on individual employees who fully worked in October 2019.

Let's fill in the reporting document on a specific example: GBOU DOD DYUSSHOR "ALLURE" with the number of employees 52 people, 19 of them are women. Accrued salary for October - 1520.2 thousand rubles, including 572.4 thousand rubles.

To complete the document correctly, you will need:

  • staffing table approved for 2019;
  • payroll for October;
  • statistical reporting in the form P-4;
  • time sheet.

Filling out section number 1

Here you should fill in two tables: No. 1 and No. 2.

In the first table, we indicate information about the accrued wages for 10.2018 and the average number of employees (separately for women and men). We check the entered information with the P-4 reporting form, there should be no deviations.

We fill in the second table on the basis of the current staffing table, taking into account the Decree of the State Standard of Russia of December 26, 1994 No. 367. We distribute the positions of employees according to approved categories.

The third table of section No. 1 is for reference, it is needed to determine the number of employees under study.

A responsibility

If the organization is among the violators who failed to report on the new report form 57-T on time, then the institution faces an administrative penalty. For failure to provide statistical information, a fine of 20,000 to 70,000 rubles is provided, the administrative penalty is established in article 13.19 of the Code of Administrative Offenses.

We remind you that the absence of a written request from the statistical authorities to provide a 57-T report is not a mitigating circumstance. That is, the organization will be punished in any case. We strongly recommend that you systematically monitor the official lists of employers included in the sample on the official website of Rosstat.

According to the results of October this year, some companies will have to report to Rosstat on the salaries of hired personnel by profession and position. They will have to do this according to the updated form 57-T. Who exactly must pass it, and how to fill it out correctly, read in the next article.

On June 26, 2016, Rosstat issued Order No. 430, which approved the updated form of statistics. reporting 57-T. This reporting form must be submitted every two years. That is, the last time firms provided it was in 2015, then in the old form.

The new report form 57-T is almost the same as the form submitted earlier. Only the "header" of the title page was slightly adjusted, and all the main tables remained unchanged. Therefore, if the firm already has experience in filling out the previous form, it will not have any difficulties.

The updated form includes a title page and two sections:

  • The first section contains general data on the company (number of employees and their salaries for October of the year of the report);
  • The second section is for specifying information on individual employees.

Who should provide

Not all companies should report on this form, but only those that fall into the stat. Rosstat sample. The choice of Rosstat can fall on absolutely any company, regardless of its field of activity, with the exception of private entrepreneurs.

At the legislative level, the following organizations are completely exempt from providing the form:

  • State institutions. management;
  • Organizations involved in ensuring military security;
  • insurance companies;
  • Companies operating in the field of finance;
  • public institutions;

How to fill

On the title page it is necessary to write the name of the company in full (in accordance with the registration documents), postal address, as well as OKPO.

The first section includes three tables. Let's see how they are filled.

The first table contains information on the average payroll number of hired personnel and the salary accrued to them for October. General indicators are indicated, as well as separately for women and men. These indicators must be compared with the indicators of the stat form. reporting P-4.

To fill in the second table of the first section stat. form 57-T, it is necessary to distribute the personnel by categories of employees in accordance with the All-Russian classifier.

Table 3 is not required. It is required only to determine the number of employees to be investigated.

Completing form 57-T in the second section provides for the following information:

  • Job titles of employees included in stat. study;

At the end of October 2017, by order of Rosstat, a new report was approved in form 57-T, indicating information on the wages of employees by position. This report form replaces a similar form submitted in October 2015, which is no longer valid. When to file a report

This report is submitted every two years, but the information is not submitted for two years, but is provided only for one single month - October 2017. The report must be submitted before November 30, 2017.

The report can be submitted both in paper form and in electronic form.

As a rule, those responsible for submitting the report are appointed by the head and this is most often an accountant or personnel officer.

Report form 57-T

The new report in form 57-T 2017 is generally similar to the one that employers submitted in 2015. Basically, the corrections affected the title page, and the tables to fill out remained the same. Therefore, if such a report form was submitted in 2015, then there will be no difficulties with this form.

The form itself consists of a title page and the following sections:

  • the first section, which contains general information by the number of employees of the company and their wages for October 2017.
  • the second section contains data on individual employees.

This report allows Rosstat to assess professional staff employees of the company, as well as their level of remuneration.

How to fill out a report

The following documents may be useful to fill out report forms 57-T:

  • the staffing of the company;
  • production calendar;
  • P-4 form report for October 2017;
  • payroll for October.

Separate divisions of the organization, if any, are not indicated in this report.

Filling in begins with the title page, on which it is necessary to indicate the full name of the organization, address and OKPO code.

Section I

The first table shows the average headcount and wage for October.

The average number of employees is determined as follows: the number of all employees at the enterprise for each day of October, including weekends, divided by 31.

The salary includes:

  • salary for the main position;
  • payments on a part-time basis;
  • compensation paid for October;
  • premiums;
  • compensation.

The information must match the P-4 report for the same period.

Table 2 of the first section indicates the reference data that is needed to compile the list of workers in the second section.

Rosstat proposes to use the following methodology to complete Table 3:

Section II

In the table of the second section, you must specify the position, profession code in accordance with the classifier, date of birth of the employee, gender. Further, the education of employees from 1 to 6 is marked with a code (for example, higher - 1, secondary general - 4).

Column 7 indicates the length of service of the employee at the end of the study period. In the following columns 9-11, the components of the total wages for October are signed.

Column 12 indicates the actual hours worked.

This is how Form 57-T is filled out easily. It should be noted that if you do not submit or delay the submission of this reporting documentation, then the company will be fined in accordance with the Code of Administrative Offenses of the Russian Federation.

For Form 57-T, the due date is November 30th. Please note that, despite the fact that the form is submitted once every 2 years, the statistical agency is interested in information not for 2 years and not even for Last year, but only for one month - October. And form 57-T is submitted to Rosstat not in 2018, but already in 2017. This means that for October 2017 statistical form 57-T must be submitted no later than November 30, 2017.
