Postal items addressed to minors under the age of 14 who are (living) in boarding schools, orphanages and other similar institutions are issued by proxy to persons authorized by these institutions.”
Based on this, in any post office you should be given a parcel in the name of the child upon presentation:

  • notices of receipt of the parcel in the communication department
  • passport proving your identity
  • child's birth certificates

In this case, the presence of the child is not required.
