Some terminology

Customs clearance— a set of procedures related to the clearance of cargo crossing the border. Duty free limit- the rate of cargo by value or weight, for which no tax is levied when crossing the border. The limit is set in accordance with the legislation of the country of the recipient.

Customs Union- a single zone consisting of Russia, Belarus and Kazakhstan, which is a common customs territory. This means that customs does not charge taxes on parcels sent within these countries.

Customs clearance methods

Delivery of goods to the country and subsequent customs clearance of cargo can be carried out in various ways:

  1. personally by the recipient. In the event that it becomes necessary to pay additional tax on parcels, the recipient himself deals with this issue - he goes to customs, fills in the necessary documents, pays the fee and picks up the goods.
  2. Courier service. If the goods being sent comply with the established standards, all the clearance is taken over by the employees of a special delivery service. If the courier is not accredited to work with IGOs, an additional fee will be charged from the client.
  3. customs broker. Their services are usually resorted to only in controversial cases, since the work of a broker costs a lot. Usually they take at least 10% of the amount of the due fee (in practice, much more). Also, delivery services that do not have rights to work with IGOs ​​(UPS, DHL, TNT and others) are forced to turn to the services of brokers. At the same time, VAT is additionally added to the amount of duty.
  4. postal operator. With this option, all issues related to customs are taken over by Russian Post. In this case, the parcel tax is issued in the form of a regular receipt, which the recipient will pay when he picks up the goods at the office. The usual notification will be sent to the home address that the package has arrived.

Duties in Belarus

Now let's talk about what kind of tax on foreign parcels citizens of a particular country pay. Let's start with Belarus. It is in this country that the rates are the toughest.

Since mid-April this year, the duty-free limit in Belarus is only 22 €, and the weight of the item cannot exceed 10 kg. Moreover, this is a monthly rate per recipient. If the sending parameters exceed the norm, you will have to pay tax on international parcels. The duty is 30% of the amount exceeding the established limit (but not ˂ 4 € per 1 kg of cargo). And if the value of the received goods exceeds 1,000 €, the rate increases to 60%. In addition, for the very fact of customs clearance, you will have to pay an additional 5 € for each parcel.

In the event that the delivery is carried out by a courier service, you will have to additionally arrange it. You can do this yourself or turn to a customs broker for help. By the way, if you decide to use the services of a courier service, you should know that you will pay tax on foreign parcels received with their help for everything that exceeds the duty-free limit of 10 euros (instead of 22 €).

Until all the formalities are met, the postal item is located at the customs office located right at the airport.

Kazakhstan

The tax on parcels from abroad in this country is one of the most loyal. You will have to pay a fee if:

  • the value of all shipments received in one month exceeded 1,000 euros;
  • the weight of all goods that came from abroad in your name during the month exceeded 31 kg.

The Kazakh customs has some peculiarities. Here you need not only to understand which parcels are taxed, but also to know the rate of shipment of some goods:

  • food - no more than 10 kg per month;
  • cosmetics - a maximum of 3 pieces of the same type;
  • caviar (sturgeon or salmon) - no more than 250 grams;
  • sports equipment, baby strollers, household appliances and some other goods - 1 pc. per person;
  • bed linen, shoes, clothes, toys, bicycles, kitchen and household utensils - a maximum of 2 pieces of one type of product;
  • jewelry - 6 pieces.

And most importantly, the tax on international parcels is not paid only for 1 shipment per month.

Ukrainian customs

Ukraine has a law that came into force on April 1, 2014. In accordance with it, the limit on duty-free import of goods is 150 € per day (or 50 kg by weight).

In case of non-compliance with the norm, the tax on parcels is 10% of the amount exceeding the limit, to which 20% VAT and a processing fee (about 2 euros) are added. If the parcel weighs more than 100 kg or its total value exceeds 10,000 €, the cost of insurance and delivery of the goods is added to all the above.

  • products - no more than 10 kg per 1 parcel;
  • electronic equipment or means of communication - a maximum of 2 pieces;
  • other norms.

If you do not follow the rules, the parcel may be recognized as commercial, and completely different payment rates will apply.

How to pay tax at Russian customs

In Russia today, the tax on parcels from abroad is the same as in Kazakhstan:

  • monthly limit — €1,000;
  • weight - no more than 31 kg.

For exceeding the standards, a fee of 30% for the excess will be charged. In this case, the amount cannot be less than 4 € / kg of excess weight.

Example:

  1. The parcel weighs 30 kg and costs 2300 €. The fee will be: (2300 - 1000) * 30% = 1200 * 0.3 = 360 €.
  2. The shipment weighs 40 kg and costs 380 €. The fee will be: (40 - 31) * 4 = 36 €.

If both the cost and weight of the postal item do not fit into the standard, then the fee is calculated in two ways, after which a large amount is presented for payment.

Exceptions to the rules

All of the above is true for sending goods for personal use. However, there is a group of goods that do not fall under this definition. These include:

  • slot machines;
  • medical equipment;
  • ICE (engines);
  • furniture for medical purposes (couches, massage tables, etc.);
  • solariums;
  • photo lab equipment;
  • other goods, a full list of which can be viewed on the FCS website.

In addition, according to a special scheme, duty is paid for the so-called indivisible goods. A special scheme is applied here: duty + VAT + excise duty. To calculate the amount of such a payment, you need to additionally find out the specific product.

Is it possible to bypass the rules?

If you are used to buying quite a lot of goods abroad, and you don’t want to pay the parcel tax, you can try to circumvent the existing norms. If the cost of goods does not fit into the limit, the parcel should be divided into two or three smaller ones. In this case, it must be remembered that the interval between shipments must be more than 30 days.

There is another option: break the package into several parts, and send each of them to different people. Parcels can be sent not to your address, but to the place of residence of a friend or relative. Just don't forget to warn them about it. After all, they will have to pick up the shipment.

If you live in Belarus and have already chosen your limit of 22 € per month, you can do this. Find a friend/relative in Russia or Kazakhstan, where the duty-free limit for importing goods is much higher. Ask them to order a parcel for no more than 1,000 € in their name (give them the money, of course). When they receive the parcel, they will be able to send it to you for free in Belarus. Since these three countries are members of the Customs Union, there is no duty charged for the transfer of goods between them.

What awaits us in the near future

For some time now, persistent talk has been circulating in Russia that the rate of duty-free import of goods needs to be tightened. There are several options for this:

  • pay extra 15 € for parcels whose value is more than 22 but less than 150 €, weighing no more than 10 kg;
  • for goods more expensive and heavier than the above, it is proposed to pay 15€ + 30% of the customs value.

There are other suggestions as well. For example, to tighten the rules to the standards adopted in Belarus. So far, this is all talk. However, no one guarantees that the rules will change in the near future.

International mail (IGO) - these are parcels and letter-post items that are objects of postal exchange in accordance with the acts of the Universal Postal Union, are accompanied by documents provided for by the acts of the Universal Postal Union, are sent outside the customs territory of the Eurasian Economic Union or arrive at places (institutions) through the places of the international postal exchange, or follow in transit through the customs territory of the EAEU.

Types of IGOs

  • postal items in the form of written messages on a special form, sent in an open form (simple, registered) (hereinafter referred to as postcards);
  • postal items with a written message, including in the form of an electronic document (simple, including those sent in the form of an electronic document, registered, including those sent in the form of an electronic document, with declared value) (hereinafter referred to as letters);
  • postal items with printed publications, manuscripts, business papers, photographs (simple, registered, with declared value) (hereinafter referred to as parcels);
  • postal items submitted in open form, with an attachment intended exclusively for the blind (simple, registered) (hereinafter referred to as secograms);

New rules for duty-free movement of parcels to Russia

Parcels from abroad are subject to customs clearance. At the same time, customs legislation establishes limits on duty-free shipment of parcels from abroad. Since 2020, the allowed rates for duty-free import of parcels from abroad have been significantly reduced.

Moving without customs declaration:

  • airgrams;
  • letters;
  • postal cards;
  • departures for the blind.

The new norms of restrictions on the forwarding of parcels (applied since July 2017 after the entry into force of the Customs Code of the Eurasian Customs Union) provide for a gradual reduction in the cost of goods that can be imported into Russia duty-free. If the allowed import limits are exceeded, you will have to pay a tax in the form of a customs duty.

Such norms apply to parcels sent to Russia from all foreign countries (USA, Canada, Ukraine, Western and Eastern Europe, Lithuania, Germany, France, Italy, Great Britain, China, Korea, India, Israel, Vietnam, etc.).

Parcels arriving from abroad are processed without paying customs duties:

  • in the period from 2017 to December 31, 2018 inclusive - goods, the value of which does not exceed the amount equivalent to 1000 euros, and (or) the gross weight of the IGO does not exceed 31 kg when imported within a calendar month to the address of one individual;
  • from January 1, 2019 to December 31, 2019 inclusive - goods, the value of which does not exceed the amount equivalent to 500 euros, and (or) the gross weight of the IGO does not exceed 31 kg during a calendar month to the address of one individual;
  • after January 1, 2020 - goods, the value of which does not exceed the amount, equivalent to 200 euros and (or) the gross weight of the IGO does not exceed 31 kg.

If the allowed import norms are exceeded, customs payments are subject to payment at a rate of 30% of their value, but not less than 4 euros per 1 kg.

The procedure for passing the customs declaration of parcels

Goods sent to the IGOs ​​arrive in the customs territory of the EAEU and depart from such territory at the places (institutions) of international postal exchange determined by the legislation of the state of the Party.

Forwarding of MPO across the customs border of the Russian Federation is carried out using the following postal documents:

  • label "Customs" CN 22;
  • customs declaration CN 23 and the accompanying address СР 71 or a bundle form СР 72;
  • delivery note for surface mails CN 37 or delivery note for airmails CN 38;
  • parcel card. Ground parcels and S.A.L. SR 86 or air parcel card. Air parcels. SR 87;

Features of registration of IGOs ​​arriving in Russia from abroad

According to the general procedure, dispatches, postal and accompanying documents for them arriving at places of international postal exchange (IMPO) are presented by employees of these places to officials of the customs authority located at these places of exchange for customs control and customs clearance.

Dispatches with MPS, with the exception of dispatches with empty containers, are opened by employees of the MPS in the presence of officials of the customs authorities. Written correspondence, literature for the blind and IGOs ​​containing goods worth less than 5,000 rubles are sent by employees of international postal exchange places to addressees without additional presentation to customs authorities.

If it is established that the parcel contains goods prohibited for movement, then the IGO containing such goods must be returned to the sender.

The purpose of the goods sent to the MGO to the address of an individual is established by the official of the customs authority based on the nature of the goods, their quantity and frequency of shipment.

Whether it is necessary to pay customs payments depends on the cost of the parcel.

The value is accepted by the customs authority, in the region of activity of which there are places of international postal exchange, on the basis of the value indicators indicated in the column "Value (customs)" of the customs declaration CN 23 or in the column "Declared value" in the form-pack SR 72, and in the case the absence of this information - on the basis of the declared value indicated in the column "Declared value" of the accompanying address CP 71 when sending goods in parcels or in the column "Value (customs)" of the customs declaration CN 23 or the label "Customs" when sending goods in small packages and international express mail, or on the envelope of an insured letter.

During customs clearance and customs control of goods sent to the MPO to individuals intended for their personal use and subject to customs duties and taxes in accordance with the legislation of the Russian Federation, an official of the customs authority in the region of activity of which the place of international postal exchange is located, when calculation and accrual of payable customs duties and taxes, uses a customs receipt order (CPO) indicating in it the customs value accepted for calculating customs payments payable, as well as the mass (weight) of goods sent to the IPO.

Issuance of IGOs ​​to individuals is carried out by the postal operator, in the region of activity of which the recipients of IGOs ​​are located, only after payment of customs duties and taxes.

What items can not be sent in the package

Goods prohibited for shipment to the IGO include:

  • alcoholic products, ethyl alcohol, beer;
  • any types of tobacco products and smoking mixtures;
  • any types of weapons (their parts), cartridges for them (their parts), items structurally similar to civilian and service weapons;
  • radioactive materials;
  • cultural values;
  • counterfeit goods;
  • goods subject to rapid deterioration;
  • live animals, with the exception of bees, leeches, silkworms;
  • plants in any form and condition, plant seeds;
  • precious stones in any form and condition, natural diamonds, with the exception of jewelry;
  • narcotic drugs, psychotropic substances and their precursors, including in the form of medicines;

On December 20, the Council of the Eurasian Economic Commission established new rules for the import of goods for individuals for personal use. A decision was made, following which, the cost, weight and quantity norms were determined, within which goods can be imported into Russia and other countries of the EAEU duty-free. Also, the amount of duties for exceeding the established norms for the import of goods for personal use is determined.

Briefly about the new duties: From January 1, 2019, the duty-free limit for buyers per month has decreased from 1000 to 500 euros. It is important to know that in some cases, the customs service may also tax the shipping cost.

We are talking about goods that are delivered to a buyer from abroad by international mail or private carriers, including purchases in foreign online stores such as computeruniverse.

According to the decision, from January 1 to December 31, 2018, maintaining the current limit of 1000 euros and 31 kg within one calendar month.

From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg.

From January 1, 2020, duty-free import rates will be reduced to 200 euros and 31 kg. At the same time, all restrictions on time and number of orders will be removed. In 2020, for exceeding the limits, you will have to pay 15% of the cost, but not less than 2 euros per 1 kg of "overweight", which is significantly less than the current norms (30% of the cost, but not less than 4 euros per 1 kg of weight)

At the same time, the countries of the Eurasian Economic Union may introduce additional restrictions that reduce import rates.

At the moment, in Kazakhstan, Kyrgyzstan and Russia, the duty-free threshold is 1,000 euros and 31 kg per calendar month, and until the end of 2018, buyers in these countries can sleep peacefully.

Tax-free limit reduced to €100, €50 and €20 in 2020-2022
